Job Description
This Contract Acquisition Specialist II position provides essential support to the Grants & Agreement Team within the Contracts & Strategic Sourcing organization. The role involves assisting Contracting Officers with the documentation, preparation, and drafting of solicitations, contracts, and master contract releases. It includes market research and interaction with both internal and external stakeholders regarding procurement processes.
+ Gather, review, draft, and edit contract documents, including the Document of Award Decision (DAD).
+ Conduct research on legal, contract, and company information.
+ Draft communications, such as correspondence to vendors and internal emails.
+ Assist in drafting solicitation documentation for review and approval.
+ Develop blanket purchase agreements and task order documents, ensuring accuracy and completeness.
+ Coordinate contract close-out documentation, ensuring all services are complete and invoices are settled.
+ Perform price analysis and make recommendations based on findings.
+ Assist in developing statements of work (SOWs) and conducting market research.
+ Support procurement planning activities and assist in risk identification.
+ Organize and facilitate contractor and client meetings, including scheduling and note-taking.
+ Issue solicitation packages and process award decisions as directed.
+ Review contractor performance and provide recommendations.
+ Provide cross-training to the team on processes and documentation requirements.
+ Recommend methods and best practices for procedural and process consistency.
+ Respond to customer inquiries about contract and solicitation processes.
+ Participate in process improvement initiatives and assist with implementation.
+ Serve as a backup for other Contract Acquisition Specialists as needed.
Qualifications
+ Contract administration and logistics management.
+ Procurement and financial assistance expertise.
+ Bachelor’s degree with a major in any field is preferred; a degree in Supply and Logistics Management is highly desirable.
+ 2-4 years of directly-related service procurement and/or financial assistance experience with a Bachelor’s degree.
+ 3-5 years of related experience without a Bachelor’s degree, validated by specific coursework.
+ Experience in federal procurement, specifically the Federal Acquisition Regulations (FAR).
+ Energy or utility industry experience.
+ Strong editing and proofreading skills with attention to detail.
+ Experience with Federal Grants & Agreements (2CFR200 and/or BFAI).
Work Environment
The NSSP Acquisition Team operates in a slower-paced office environment with somewhat flexible hours. The team handles various contractual needs, including support contracts, IT services, professional services, and more. The work style is highly independent, with business casual attire and a focus on meeting deadlines.
Job Type & Location
This is a Permanent position based out of Portland, OR.
Pay and Benefits
The pay range for this position is $28.00 - $32.00/hr.
