GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. POSITION OVERVIEW
Under the general supervision of the Director, Office of State Economic Development, this position performs complex, professional-level work supporting the administration of the State of Georgia’s Job Tax Credit and related incentive programs. The role works closely with the Tax Credit Program Manager and offers opportunities for professional growth, exposure to economic development grant and tax credit designation programs, and participation in public presentations and training activities.
The legislative purpose of the Job Tax Credit Program (Article 2 of Chapter 7 of Title 48, Official Code of Georgia Annotated) is to encourage statewide economic development by providing income tax credits to businesses that create and retain jobs, including in economically distressed areas.
PROGRAM ADMINISTRATION REPSPONSIBILITIES
The Department’s role in the Job Tax Credit Program includes:
• Administering the program in accordance with Georgia Code and program regulations.
• Annually ranking and designating all 159 Georgia counties and eligible census tracts based on statutory criteria; and
• Providing technical assistance to businesses, tax professionals, consultants, and other stakeholders.
The Department of Revenue is responsible for processing income tax filings and administering the withholding benefit associated with the Job Tax Credit Program. This position coordinates closely with the Tax Credit Program Manager to ensure effective collaboration between agencies.
POSITION EXPECTATIONS
• Collaborate with internal and external stakeholders to support program administration.
• Communicate clearly, professionally, and in a timely manner across all phases of the Job Tax Credit Program.
• Maintain accurate and complete documentation of program decisions and correspondence in accordance with established requirements.
• Safeguard confidential project, organizational, and taxpayer information.
• Contribute positively to a collaborative, team-oriented work environment.
KNOWLEDGE, SKILLS, & ABILITIES
• Strong technical knowledge of economic development programs, particularly tax credit and incentive programs.
• Ability to manage and administer complex tax credit processes in compliance with applicable laws and regulations.
• Knowledge of public-sector finance and community and economic development financing tools.
• Ability to research, analyze, and document tax-related issues associated with incentive programs.
• Ability to interpret statutes, implement regulations, and draft determinations using sound independent judgment.
• Experience interacting with business representatives, tax professionals, consultants, and partner agencies.
• Strong organizational skills with the ability to manage multiple priorities and maintain attention to detail.
• Ability to assist in developing and revising state regulations, forms, and administrative procedures related to:
o Georgia Job Tax Credit Program
o Rural Zone Program
o State Opportunity Zone Program
o Job Tax Credit Notices of Intent
o Georgia Administrative Procedure Act
• Effective written and verbal communication skills, sound decision-making ability, flexibility, and self-direction.
• Ability to coordinate with state and local agencies, consultants, communities, and businesses to provide technical assistance.
EDUCATION & EXPERIENCE
MINIMUM QUALIFICATIONS (One of the following):
• Three (3) years of experience in community or economic development; or
• Associate degree and four (4) years of experience in community or economic development; or
• Bachelor’s degree and two (2) years of experience in community or economic development; or
• Master’s degree in Accounting, Finance, Business Administration, or Public Administration.
PREFERRED QUALIFICATIONS
• Experience implementing and/or managing a tax credit program.
• Experience with income tax compliance.
• Bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, or a related field.
• Three (3) or more years of professional experience in economic development.
Note: An equivalent combination of education and job-specific experience may be substituted on a year-for-year basis.

WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
This position is currently designated as a hybrid (part in-office and part remote/Telework) position. This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required.
PHYSICAL/SENSORY REQUIREMENTS
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operates a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.

Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
