    This is a Career Services position with the Central Service Area General Services Team. Current employees will be compensated in accordance with the DCF salary policy.

    What you will do:

    This is a highly responsible professional position. The Incumbent will manage all leased and owned office/warehouse space in the Central Service Area. This will include all public and private leases as well as DCF owned facilities operations for the Central Services Area.

     

    This position will assist the General Services Manager with fiscal, administrative, and programmatic tasks related to the Central Services Area of General Services.

    How you will make an impact:

    The incumbent in this position must display exemplary customer service and communication skills and have the ability to perform the following duties:

    + Manage facilities operations and space utilization to create high-efficiency, high-performance office space and minimize real estate spending across the Central Services Area.

    + Contract management for leases and service contracts.

    + Provide oversight to field staff to coordinate, lease negotiations and procurements statewide, capital improvement and construction projects, completion and signature of real estate documents, contracts and agreements, acquisition and disposition of properties and energy management and efficiency programs.

    + Serves as the Departments liaison in consultation with other state agencies on day-to-day leasing and facilities management issues.

    + Conducts routine inspections on owned and leased facilities to ensure compliance with agency real estate strategic plan.

    + Makes recommendations for facility budget requests.

    + Reviews and develops construction documents to ensure work performed meets needs of agency and adheres to applicable codes.

    + Some travel required to conduct site visits and monitor projects throughout the Central Services Area.

    + Maintain data collection for annual reporting of all leased and owned space in the Central Services Area.

    + Coordinate with landlords and vendors for repairs, routine maintenance, and annual services at leased and owned facilities.

    + Conducts field visits to monitor projects on a regular basis to ensure progression and resolution of issues.

    Qualifications:

    + A minimum of a Bachelor’s degree or 4 years of experience working within state government in one or a combination of the following areas, facility leasing, procurement system, contract management, and supervisory experience.

    + Must possess a valid class E driver’s license.

    Knowledge, Skills and Abilities:

    + Preferred candidate will hold or have held in the past a real estate license.

    + Knowledge of the principles and techniques of effective communication.

    + Knowledge of one or more of the following areas: real estate acquisition, disposition and management; real estate leasing and lease contract administration; facilities maintenance and operations.

    + Proficient with Microsoft Excel, Word, and PowerPoint.

    + Ability to evaluate and analyze datarelating to real estate management programs.

    + Ability to understand and apply applicable rules, regulations, policies, and procedures relating to real estate management programs.

    + Ability to establish and maintain effective working relationships and communicate effectively with customers and coworkers.

    + Ability to utilize problem-solving techniques and make independent decisions in accordance with documented processes.

    + Ability to plan, coordinate, and organize work assignments.

    + Ability to prepare reports and gather data.
