JOB SUMMARY
Analyze and balance daily scheduled/extra Train & Engine (T&E) job assignments, track outage considerations and operational service deviations, interfacing Crew Management Center (CMC)Operations with Transportation Department Operations in a team focused environment, to provide maximum efficiency in utilization of corporate resources in support of passenger train service, customer service, on-board revenue protection and capital project plans. Responsible for ensuring maintenance of T&E employee qualifications, in conformance with Metro-North Railroad (MNR) Rules & Federal Railroad Administration (FRA) regulations, providing a safe environment for customers and employees in support of corporate goals. Provide continuous insight and feedback in the development of T&E staffing plans, training program, budget forecasting, and management process improvement. Direct supervision of the 24/7, 365 Crew Office operations including the Crew Dispatching, Crew Planning and Employee Availability functions, including the management of the staff. Support the implementation and maintenance of the new Crew Management System.
DUTIES AND RESPONSIBILITIES
+ Direct activity to ensure professional, seamless & efficient performance of office management staff and Crew Dispatchers, in support of daily passenger & special train operations, terminal & yard crew service, training support and capital construction flagging requirements.
+ Ensure adequate staffing in support of the 24/7, 365-day operation of the crew dispatching functions of the CMC. Provide oversight to the crew dispatchers training program to ensure their qualifications are maintained through vigorous training and testing.
+ Oversee the administration of the attendance and lost time control for the CMC agreement employees.
+ Oversee the administration of the attendance and lost time control for all T&E employees.
+ Oversee the scheduling/execution of mandatory training programs to assure conformance with established agency and FRA guidelines.
+ Ensure T&E positions are managed within collective bargaining guidelines, ensuring employee accountability, and addressing and resolving issues/disputes with Labor Relations representatives and union officials.
+ Research, Audit, Review and/or approve employee time and pay claims in accordance with ACRE collective bargaining agreements.
+ Direct participation and coordination with Emergency Management Task Force, Situation Room, GCT Track 25, Transportation Department Field Operations and Operations Control Center (OCC) in assessing crew availability, formulating, and managing alternate crew staffing plans during major service disruptions.
+ Formulate & implement programs for efficiently managing scheduled & unscheduled absences, attendance control and support for training programs.
+ Develop alternate crew assignment and field management support staffing strategies, in support of alternate service plan scenarios.
+ Responsible for developing and executing succession plans, to ensure employees are mentored to high standards and prepared for positions of greater authority and responsibility within the Crew Management organization.
+ Administer and/or assist in office and field employee disciplinary matters, when required.
+ Select, develop, and motivate staff and provide career development for team members. Provide effective coaching and counseling. Manage team and individual performance. Create a professional environment that respects individual differences and enables staff to develop and contribute to their full potential.

KNOWLEDGE, SKILLS AND ABILITIES
+ Detailed and thorough knowledge (or must gain within 6 months of hire) of all aspects of crew dispatch operations and procedures.
+ Detailed and thorough knowledge of Federal Hours of Service guidelines .
+ Knowledge of (or must gain within 6 months of hire) Operating Rules, Physical Characteristics, Metro-North Railroad Train Service Manual, NORAC, Federal Rules regarding the operation of trains and equipment and Collective Bargaining Agreements covering Assistant Conductors, Conductors, Engineers.
+ Knowledgeable of (or must gain within 6 months of hire) train equipment, crew assignment, train cycles and equipment programs.
+ Strong leadership skills with the ability to direct and organize the activities of others.
+ Strong writing, verbal and presentation communication skills.
+ Strong planning, time management and organizational skills.
+ Must be available 24 hours/7 days a week as require d.
+ Knowledge of Microsoft Office Suite or comparable PC applications .
+ Knowledge of (or must gain within 6 months of hire) Crew Management System (CMS), Terminal Management Incident System (TMIS), Incident Management System (IMS) and Asset Management System (AMS).
REQUIRED EDUCATION AND EXPERIENCE
+ Bachelor’s Degree in Arts/Sciences (BA/BS) in Transportation, Business, Public Administration, or other related fields. Demonstrated equivalent experience, education and/or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree .
+ Minimum 8 years of progressively more complex experience in a 24/7, 365-day Transportation Operations environment with emphasis on service delivery .
+ Minimum 6 years experience managing a professional staff and projects in an Operations Environment .

OTHER INFORMATION
+ Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
+ Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
+ Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
+ To be eligible for consideration for a new role, current MTA employees must complete at least one year of service in their current role prior to applying.
