Summary You will serve as a Human Resources Specialist (Recruitment/Placement) in the Employment Policy Branch (N133), Director Civilian Human Resources Program (N13), Total Force Manpower (N1) of COMMANDER - NAVAL INSTALLATIONS. Responsibilities You will serve as Principal Employment and Staffing expert who is responsible for employment and staffing program administration, oversight and execution across the CNIC enterprise. You will plan, develop and direct the CNIC recruitment and placement program, including long range projections and goals. You will conduct special studies of employment and staffing policies and issues, providing detailed documentation, research, and authoritative interpretations of the law, executive orders, court decisions, regulations, and broad policy. You will conduct of broad analysis or validation of data for issues not readily resolved by lower grade, less experienced HR personnel. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience. Specialized experience must demonstrate the following: 1) Formulates employment and staffing policy and operational procedures necessary to ensure delivery of an effective employment and staffing program to staff, regions and installations; 2) Drafts amplifying guidance, coordinates policy issues and recommendations; 3) Provides expert advisory and technical services to senior level leadership, line managers, and supervisors on a broad range of complex and controversial recruitment and placement issues; and 4) Acts as a consultant on program activities and objectives, priorities, identification of needs, resolution of problem areas, and other matters to assure recruitment and placement accuracy, adherence to merit principles, and pay equity.
