    Title: VP CORPORATE CONTRACTS Location: United States-Virginia-Virginia Beach Job Number: 26000035 Job Summary: Serves as principal advisor to the NEXCOM Enterprise on acquisition matters. Serves as Contracting Officer with unlimited signatory authority. Occupies senior procurement position in Command. Reports to the Deputy Commander, Military Services. Duties and Responsibilities: Incumbents of this position must be U.S. Citizens. - Responsible for management and operation of Corporate Contracting Division. Assures supplies, equipment and services requirements are properly coordinated and contracted for in an economical and timely manner. Provides contracting business direction/guidance and counsel within the Navy Exchange System. - Serves as an integral member of NEXCOM's Executive Group which establishes strategic goals and tactical plans designed to support short and long term achievement of the corporate mission. - Develops, establishes, and promulgates policy and procedures for nonappropriated fund acquisitions. Administers NEXCOM Small and Disadvantages Business Utilization Program. - Directs through assigned associates, the acquisition of supplies, leases, equipment, expense items, support/consulting services and income producing services involving nonappropriated funds. - Revises, evaluates, monitors and approves/rejects field contracting actions to ensure compliance with NEXCOM and higher authority acquisition and contracting policies and procedures. - Represents NEXCOM in high level conferences with key representatives of industry, small business and government. Presents the official NEXCOM point of view on critical procurement policy (and/or procurement) issues. - Serves as Contracting Officer with unlimited authority to enter into contracts on behalf of the United States Government using nonappropriated funds. - Formulates and implements acquisition procedures for all Navy Exchanges. Assures policy and guidance on procurement and contracting matters are appropriately carried out on a consistent and continuing basis. - Develops various contracting concepts and coordinates, as necessary, with other Directors, the broad NEXCOM contracting objectives and makes appropriate recommendations to the Commander concerning implementation. - Develops policy and procedures for the Quality Assurance Surveillance Audit (QASA) program and directs the program to ensure compliance with stated DoD NAF working group objectives. - Provides contract administration of headquarters Corporate Contracts procurement actions. Issues Contracting Officer's final decision letters and claims and negotiates settlements. Supervises the examination, processing and settlement of contractor claims and protests arising from contracts initiated by headquarters and field contracting activities. - Recommends to SECNAV suspension and/or debarment of firms and individuals from doing business with the government. - Directly, or as approving official, responsible for selection of key subordinates and field managerial acquisition and contracting personnel. Certifies and ensures currency of position descriptions of key personnel; prepares performance appraisals; reviews and approves all personnel actions of key subordinates. Identifies need for skills, ensures training needs are determined and met effectively. Develops, promotes, disciplines, and recommends awards for NEXCOM and field acquisition management personnel. Carries out equal employment opportunity policy and communicates support to subordinates. - Schedules participation in Command Inspections, audits, special studies, and projects. Publishes reports of findings and recommendations to improve overall effectiveness of acquisition staff and improve methods and techniques for more efficient and cost-effective buying. - Develops and provides oversight of Acquisition Manager's training program for contracting personnel. - Provides field assistance visits. Assists field activities in resolving acquisition problems, providing technical assistance and evaluation of plans to innovate new contracting concepts, techniques and methods. - Directs, guides and develops NEXCOM Contracting Programs, projects and policies involving activities related to establishing goals and the structure and processes necessary to carry them out. These include scheduling and work assignments; long and short-term planning, requirements forecasts, objectives, priorities, feasibility determinations and options / alternatives; productivity and other effectiveness/efficiency standards; information gathering and analysis; and work organization structure and operational procedures. - Addresses Congressional inquiries and contractor protests concerning headquarters and field acquisitions. - Performs other related duties as assigned. Candidates/Incumbent must be eligible for and obtain a Secret Clearance, within 6 months of appointment. Failure to obtain a Secret Clearance will result in termination. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. Qualifications: Incumbents of this position must be U.S. Citizens. EDUCATION: a 4-year Baccalaureate degree, in any field. OR A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Current associates in 1102 series positions on January 1, 2000, will be considered to have met the general requirements for this position. AND SPECIALIZED EXPERIENCE: Seven years of progressive contracting experience (government or private sector), that allowed the candidate to demonstrate the ability to execute such functions as contract negotiations, administration or termination; contracts price analysis, procurement, covering such activities as: (a) purchasing technical material or services; (b) selecting sources of supply; preparing purchase orders, bid proposals; contracts or similar instruments, and analyzing proposals; (c) studying market conditions and prices; (d) logistics management, including determination of requirements, procurement and distribution; or (e) consulting with or advising business or government in the field of purchasing or contraction which has demonstrated the knowledge, skills and ability to perform requirements of the position. Supervisory experience of exempt and/or non-exempt personnel. Candidates Incumbent must be eligible for and obtain a Secret Clearance within 6 months of appointment.
