The primary purpose of this position is to deliver specialized personnel recovery (PR) and SERE training and expertise tailored to joint force personnel at high risk of capture and exploitation. *** Salary ranges includes local market supplements *** Responsibilities Delivers advanced specialized SERE training to students, ensuring effective instruction, evaluation, and classroom management. Trains, coaches, and develops personnel to ensure technical proficiency, professional growth, and alignment with program standards. Performs research and analysis to develop subject matter expertise and recommend updates to courseware and capability development efforts. Serves as resident course lead instructor and may be nominated to serve as Mobile Training Team (MTT) lead. Requirements Conditions of Employment Qualifications This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GG-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. INDIVIDUAL OCCUPATIONAL REQUIREMENT: Education Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes knowledge of the principles, concepts, and methods of a professional or administrative occupation as previously described that has been supplemental either by (a) skill gained through job experience to permit independent performance or recurring assignments, or (b) expanded professional or administrative knowledge gained through relevant graduate study or experience. OR EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B or J.D. with a major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of instructional methodologies, principles, techniques, and tools to effectively deliver specialized SERE training to students with diverse backgrounds, learning styles, and levels of understanding. 2. Knowledge of research methodologies and data analysis techniques to develop subject matter expertise, revise course content, and recommend updates to instructional materials in response to operational and policy changes. 3. Knowledge of the DoD personnel recovery (PR) system, including the five PR execution tasks and SERE TTP, to deliver training aligned with higher-level DoD policies and guidance. 4. Ability to train, mentor, and coach new instructors by demonstrating teaching techniques, monitoring progress, and fostering professional development to achieve required proficiency levels. 5. Ability to manage and lead course execution, ensuring training resources and safety measures are in place, and monitoring adherence to training plans, security protocols, and risk management procedures. Skill in evaluating student or trainee performance and progress, using assessment tools and feedback mechanisms to ensure alignment with specified training objectives and provide effective remediation when needed. 6. Skill in collaborating with stakeholders to tailor training programs, improve course effectiveness, and address operational needs while maintaining compliance with DoD policies and guidance. Ability to demonstrate a growth mindset, fostering continuous learning, adaptability, and professional development to enhance instructional effectiveness, course content, and collaboration with stakeholders. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employees must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. All candidates must pass a psychological evaluation conducted by a certified SERE psychologist prior to formal job offer. Documentation validating a previous evaluation within one year of date of hire will be accepted. Requirements may be waived if the applicant is an active Code of Conduct Instructor at a DoD certified school. 4. All candidates will be subject to a physical to determine they meet the physical requirements for the position. Position requires lifting up to 70 pounds, extended standing on hard surfaces, tolerance of heat and cold temperature and uneven walking surfaces during training activities. Vision and hearing correctable to normal range is acceptable. 5. Incumbent may be required to stand for several hours at a time while instructing in a classroom environment. 6. May be required to work on special projects as directed by the supervisor. 7. Overtime and non-standard work hours may occur. 8. Incumbent may be required to arm for various contingency and/or training requirements 9. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application.
