Appointment Information
This is a full-time, limited position funded through a grant from the U.S. Department of Education. The anticipated end date is August 31, 2027. While the grant is currently awarded through that date, funding is subject to annual congressional appropriation. The position may be renewed, contingent on continued funding.
Job Description
The Assistant Director of TRIO Upward Bound plays a key leadership role in supporting the operations of two federally funded TRIO Upward Bound grants at Dakota County Technical College (DCTC), serving 126 students across Burnsville, Two Rivers, and South St. Paul High Schools. As a leader within the TRIO Upward Bound team, the Assistant Director provides work direction, oversees key program operations, and ensures effective delivery of academic year and summer services.
The Assistant Director manages critical program components including the tutoring program, summer academy, student advising caseloads, and compliance with federal objectives. The role assists the Director with recordkeeping, budget oversight, and preparation of the Annual Performance Report. The Assistant Director serves as a key point of accountability in confirming that program activities outlined in the funded grant proposals are carried out effectively and that student and program objectives are met.
As a visible leader in the department, the Assistant Director will guide initiatives in program improvement, assessment, and student support strategies. The role requires close collaboration with school partners, DCTC Student Affairs, faculty, and community stakeholders to ensure the success of students, the program, and the institution.
Work Shift (Hours / Days of work)
High School Academic Year (September through early June)
+ Work location: Burnsville, Two Rivers, and South St. Paul High School
+ Monday - Thursday: 8:30am - 5:00pm; Friday: 8:00am - 4:30pm
+ Monthly Saturday Academies 8:00am - 2:00pm (hours may vary depending on activities)
Summer (mid-June through August)
+ Work location: Dakota County Technical College (DCTC)
+ Monday - Friday; 8:00am - 4:30pm (hours may vary depending on summer activities)
Several required evening, weekends, and overnight trips throughout the year.

Salary Range:
$28.26 - $41.43/Hour; $59,007 - $86,506/Year
Minimum Qualifications
+ Bachelor’s degree in education, counseling, social work, student affairs, or a related field.
+ Two years of experience working with high school or college students, particularly those who are first-generation and/or low-income.
+ Experience with student advising, case management, or academic support services.
+ Strong organizational, data management, and recordkeeping skills.
+ Ability to plan and implement educational programming.
+ Excellent communication and interpersonal skills.
+ Ability to work independently and collaboratively in a team setting.
+ Ability to work collaboratively with students, staff, and faculty with diverse perspectives and backgrounds and evidence of commitment to the success of all learners.
+ Ability to work well under pressure and respond to multiple demands.
Preferred Qualification
+ Master’s degree in education, counseling, higher education, or related field.
+ Experience working in a TRIO or similar federal grant-funded program.
+ Knowledge of U.S. Department of Education TRIO regulations and reporting requirements.
Other Requirements
In accordance with the Minnesota State Colleges & Universities (MnSCU) Vehicle Fleet Safety Program, employees driving on college/university business who use a rental or state vehicle shall be required to conform to MnSCU’s vehicle use criteria and consent to a Motor Vehicle Records check.
