    The Department of Small Business Services (SBS) helps unlock economic potential and create economic security for all New Yorkers by connecting New Yorkers to good jobs, creating stronger businesses, and building a fairer economy in neighborhoods across the five boroughs.

    Division Description

    The Division of Citywide Workforce Opportunity (CWO) of the NYC Department of Small Business Services (SBS) is responsible for connecting nearly 100,000 New Yorkers each year to good jobs and training opportunities that empower them to lead successful lives. Much of this work is conducted through a network of 18 Workforce1 (WF1) career centers, operated in all five boroughs by workforce development providers under contract with SBS, that provide career services such as resume help, interviewing workshops, and one-on-one career counseling, as well as direct connections to employment.

     

    CWO also oversees more than a dozen occupational training programs, in such areas as technology, health care, and construction, that are offered in collaboration with higher education institutions and non-profit training providers. At the core of CWO’s mission is reaching and serving jobseekers who have traditionally been underserved and have not had ready access to employment and training opportunities.

     

    To better meet the needs of jobseekers and neighborhoods we serve, CWO recently created the Neighborhood and Community Engagement Team (NACE) and Employer and Sector-based Engagement Team (ESBE). NACE is responsible for CWO’s efforts to reduce unemployment and increase job opportunities on a community and neighborhood level. ESBE is responsible for strengthening existing and building new relationships and partnerships with employers (public, private, non-profit), as well as organizations that support employers (such as trade associations and chambers of commerce), to increase and diversify the employment opportunities offered to jobseekers through the WF1 system.

    Job Description:

    The Division of Citywide Workforce Opportunity (CWO) is dedicated to improving the economic mobility of all New Yorkers through the delivery of quality employment and training services. CWO manages the WIOA- funded adult workforce development system in NYC (one of the largest in the country). SBS operates a network of 18 Workforce1 Career centers across the five boroughs and invests in occupational skills training for over 2,000 New Yorkers annually.

     

    The New York City Department of Small Business Services is seeking a Deputy Commissioner to oversee the Division of Citywide Workforce Opportunity.

    Responsibilities include

    - Lead and manage Citywide Workforce Opportunity division to ensure successful service delivery and fulfillment of program objectives

     

    - Guide senior leadership and staff in implementing Division’s strategic plan by developing, executing, evaluating, and making recommendations on programmatic, operational, and technological initiatives to ensure modern, responsive, and employer-informed workforce offerings

     

    - Set Division policies and define Division objectives and initiatives by leading strategic planning process and analyzing performance indicators

     

    - Develop and maintain relationships with Mayoralty, City agencies, other government entities, community organizations, and industry associations

     

    - Oversee City’s Workforce1 Career Center system, Jobs NYC initiative, occupational skills training programs, and any other workforce needs as determined by the Commissioner

     

    - Lead preparation of and delivery of external communications, including testimony at public hearings, and content for public speaking engagements, panels, and training sessions

     

    - Serve as the primary liaison to the NYC Workforce Development Board and assume City Charter responsibilities in leading general adult workforce services and programs to advance shared prosperity

    Qualifications

    1. A master’s degree from an accredited college in business, public administration, public policy, urban affairs, finance, economics, or a related field plus 10+ years satisfactory full-time professional experience in business administration, law, public market operations, government contracting, urban planning, finance, grant administration, program management, service delivery, or economic development.

    2. A baccalaureate degree from an accredited college in business or related field. Plus 12+ years of satisfactory full-time professional experience in program management, service delivery or economic development
