Job Summary and Qualifications
POSITION SUMMARY:
The Contract Manageris responsible forthemanagement of theContinentalcontract department.DutiesincludesupervisingContract Coordinators, preparing and presenting reports,maintainingcurrent contracts, creating new contracts,ensuring compliance with alllegal requirements,federal laws, and HCA policies,andgeneratingvendorpayments.
ESSENTIAL JOB RESPONSIBILITIES:
1. Department Supervision
1. Provide oversight and supervision of theContract Coordinators andotherDepartmentstaff
1. Complete monthly rounding with employees
1. Prepare reportsdocumentingDepartment metrics and output
1. Provide and present reports to Administrative Director of Contracting, Department Directors, and Facility executives
1. Oversight of theDepartment Contract Process
1. Conduct initial Review of Project Action Workflow System (PAWS) Requests,including agreement requests for:
1. Medical Directors
1. Emergency DepartmentCall
1. Locums Tenens
1. Initiateand Manage the Fair Market Valuation process:
1. Work withAdministrative Director of Contractingtoinitiate,submit, and delegatefair market analysis requestsand provide feedback to Administrative Director of Contractingregardingprocess and outstanding requests;
1. WorkwithFacilityDepartment Directorsand Executivesto gather the necessary data for thevaluation firm. Such data mayinclude:payor mix, historical volume data (prior payment history, volumes,utilization),coverageand scope of services. The Contract Manager will alsocollaborate with contractors and leadership to address and resolve any issues that may arise during this process.
1. Analyze historical dataas needed.
1. In absence of Administrative Director of Contracting,runinternalcall calculators and review datain order torunaccuratecall calculators
1. Assist Administrative Director of Contracting and Paralegal to setup new contractors in company systems.
1. Physician-Related Reportable Incidents
1. Submit and research contracted physician-related reportable incidents.
1. Coordinate Annual Contract Evaluations
1. With Administrative Director of Contracting, organize and provideannual and ongoing employee training and educationrelated to contract services.
1. Along with Administrative Director of Contracting,supportFacility and Departments with Facility SiteSurveys, which may include:
1. Compliance Process Reviews(CPR)/ Compliance Process Questionnaires(CPQ)
1. Department Surveys
1. InternalFinanceCDA Audits
1. Accounting Audits
1. Joint CommissionSurveys
1. CMS Site Audits
1. Manage theContractProcess
1. Generate new contracts.
1. Review all contracts forcompleteness.
1. Ensure compliance with legal department requirements.
1. Maintain andfollow-upon outstanding contract issues.
1. Serve as the point of contact between contractors, vendors, and stakeholders to resolve issues andassistwithcontract terms.
1. Whenappropriate, communicate with theSeniorLeadership Teamsregardingupcoming contract renewals, providedetailed information on contract spend,utilization, and other relevant metrics.
1. Discuss ongoing contract services and future contract requests.
1. Collect data and prepare reportsrelativeto the needs of the department, Senior Leadership, Administrative Directors, and Departmental Directorsin a timely manner.
1. Meet with Facility Chief Executive Officers, Chief Operating Officers, Chief Medical Officers and Chief Financial Officersto discuss ongoing contract services and future contract requests
1. Maintain contact with contractors andlegaldepartmentregardingnew and existing contracts.
1. Workclosely withAdministrative Director of Contracting andDivision's legal counsel to addresscomplex contract issues,contract-related inquiries, discuss revisions, andmonitorapprovalsin company systems
1. Managethe Payment Process
1. Prepare andsubmitcontractor paymentsin accordance withcontractual agreements.
1. Understand and applyfederal and state laws, as well as HCA policies,regardingpayments to referral sources.
1. Recognizeappropriate documentationnecessary for paymentand remedyincomplete documentation.
1. Monitor payment authorizationin accordance withcontractual agreements.
1. Maintainall tracking logs used for governmental compliance,as well as forinternal and external audits
1. Other Responsibilities
1. Understandcontract terminologyandmake decisionsregardingthe addition or deletion of certain provisions. This involves researching and editing contracts and working withinternallegal counsel when necessary. Does not include managed care contracting or corporate materials management contracts.
1. Communicatewith various parties and departments,including facility administration, department leadership,internallegal counsel, referral source providers,valuation firms, accounting, and corporate departments.
1. Reflect theCompany’s values anda commitmentto the Code of Conduct ethics and compliance programthrough the employee’s actions.
1. Other duties as assigned.
KNOWLEDGE,SKILLSAND ABILITIES:
Demonstrate understanding of national patient safety initiatives by strict compliancetoall safety protocols and procedures as required by both HCA.Workindependently, takeinitiativeand seekassistancewhen needed.Must be able to communicate both verbally and in writing. Establish andmaintaingood communications and guest relations with clients, healthcare providers,and staff.Maintain confidentiality as required. Acts as information source on organizational policies and procedures. Assistinestablishingoffice policies and procedures andcoordinatespecial projects and department activities.

EDUCATION AND EXPERIENCE:
Required:Bachelor’s Degreefroman accreditedcollege or university.
Preferred:Previous healthcare and contract experience.
