    Duties Description Responsibilities include, but are not limited to:• Within team concept, work closely with attorneys, detectives, and other agency personnel to determine criminal associations and patterns of criminal activity relating to organized crime and racketeering.• Conduct comprehensive background checks of individuals applying for licensure, ensuring compliance with regulatory requirements.• Perform in-depth open source searches of investigative targets and create profiles based on results.• Mine social media and subpoena returns for corroborating evidence.• Analyze documentary evidence, including cell-site, call detail, financial, and social media records to develop coherent understanding of agency investigations and cases.• Create dossiers on known or suspected members of organized crime. • Maintain centralized internal intelligence databases.• Monitor news and other media sources for information related to organized crime and racketeering. • Prepare, deliver and present intelligence reports, products, and briefings to executives, staff counsel, detectives, and other authorized personnel.• Work with detectives and local, state, and federal law enforcement agencies in long-term investigations and prosecutions of organized crime.• Assist in presenting cases for prosecution to state, local, and federal authorities. • Liaise with external intelligence and law enforcement agencies and share information and finished intelligence products. • Assist in developing and distributing actionable strategic, technical, and tactical information and intelligence to other law enforcement agencies through quarterly or ad hoc briefings and presentations.• Participate in sworn interviews and testify at hearings as required. • Other duties as assigned by the Chief of Police and Executive Director & General Counsel.

     

    Minimum Qualifications Candidates must have:• Investigative Intelligence Analyst: Minimum of 3 years of relevant experience in intelligence analysis for a governmental entity. Relevant experience is defined as critical data or intelligence analysis, including open source intelligence research with preparation and presentation of intelligence reports and briefings. A master’s degree from an accredited college in a relevant intelligence, criminal justice adjacent field of study can be substituted for 2 years of experience.• Senior Investigative Intelligence Analyst: Minimum of 8 years of relevant experience in intelligence analysis for a governmental entity. Relevant experience is defined as critical data or intelligence analysis, including open source intelligence research with preparation and presentation of intelligence reports and briefings. A master’s degree from an accredited college in a relevant intelligence, criminal justice adjacent field of study can be substituted for 2 years of experience.• Proficiency with law enforcement systems such as ACISS, E-Justice, Penlink, Lexis, ACCURINT, CLEAR, PACER, and ISOCLAIMS. Educational Requirements:• Bachelor’s degree in the following or closely related fields: criminology/criminal justice, intelligence studies, law, political science, police studies, forensics, international studies, psychology, public administration, sociology, finance, or economics. Master’s degree in a relevant intelligence, criminal justice adjacent field of study is preferred. Additional Qualifications:• Ability to work at a detailed level on complex investigative and strategic matters, using unique skills to help detect, deter, and disrupt criminality.• Experience with analytic systems, research tools, social media platforms, and intelligence databases.• Adeptness at analyzing complex information while conducting organization and pattern analysis.• Adaptability, intellectual curiosity, and capability to perform at an optimum level in time sensitive and high-pressure environments while maintaining accuracy and quality of work. • Dedication to mission-focused, purpose-driven work.Conditions of Employment:Retention is contingent upon the completion and satisfactory adjudication of a background investigation. NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

     

    Additional Comments Salary:The starting salary for this position will vary based on the selected candidate’s qualifications and experience.Telecommuting:The New York Waterfront Commission (NYWC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to NYWC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so.
