The primary purpose of this position is to provide management of civilian personnel programs for senior leadership and vital civilian human resource (HR) administrative support assistance to assigned federal civilian personnel on a variety of administrative duties involving personnel management, resources management, and manpower analysis management. Responsibilities Provides guidance to commanders, supervisors, and managers on a broad scope of civilian personnel management issues in coordination with Higer Headquarters Air Force (HAF) and Air Force Personnel Center (AFPC) and union representatives. The primary PPA HQ focal point for interface and coordination with the Functional and HAF and AFPC civilian personnel offices on all civilian personnel matters. Serves as the primary point of contact for civilian personnel program management involving position management, staffing, placement, and classification. Collaborates with HAF, AFPC, Resources Management Office, commanders, staff, and functional managers to establish internal processes and policies for effective civilian personnel management. Manages and administers the PPA HQ Support Agreements Program and Security Program. Prepares support agreements IAW DoD, AF and higher headquarters guidance. Analyzes installation support agreements to determine the nature and scope of services requested. Arguments Enterprise's Budget Analyst and provides management advisory services and presents information orally and in writing. Provides advisory services to higher level managers and supervisors throughout the enterprise: provides oversight of the operating budget, assuring necessary actions are executed to comply with Financial Improvement and Audit Readiness requirements, while maximizing mission efficiency. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) Working with a range of management, planning, and measurement concepts, principles, practices, and methodologies; (2) applying pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and functions; (3) working with military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources pertaining to civilian personnel management, and a practical understanding of position management, special recruiting authorities, strategies, incentives, organizational design and position classification. 2. Knowledge and skill in applying analytical and evaluative methods and techniques to issues concerning the efficiency and effectiveness of civilian personnel program operations carried out by administrative or professional personnel, or substantive administrative support functions. Also knowledgeable in applying those skills in ability the identification, consideration, and resolution of complex issues and problems. 3. Knowledge of civilian personnel management policies, processes, and techniques sufficient to advise management and employees regarding policies procedures, obligations, and entitlements. 4. Skill in conducting detailed analyses of complex civilian personnel functions and work processes. Knowledge gained through experience and/or technical schooling in support of information, personnel and physical security, organizational management, financial/budget management, and occupational health programs. 5. Ability to develop new or modified organizational work methods, processes, and/or procedures to improve organizational efficiency/productivity. 6. Ability to establish effective working relationships and to communicate with tact, creativity, and resourcefulness, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
