The primary purpose of this position is to serve as MAJCOM lead KC-135 program analyst for flight operations mishap prevention programs for Military Flight Operations Quality Assurance (MFOQA), Aviation Safety Action Program (ASAP) and Line Operations Safety Audit (LOSA). Responsibilities MAJCOM lead program analyst and subject matter expert for development, implementation and sustainment of programs for data collection, analysis, and results distribution to support aviation mishap prevention efforts for KC-135 MFOQA. MAJCOM lead program analyst and subject matter expert for the KC-135 Aviation Safety Action Program (ASAP) confidential hazard reporting system and Line Operations Safety Audit (LOSA). Collects and analyzes KC-135 aircraft data collected from electronic sensors and human operators for program areas. Represents Air Mobility Command KC-135 aviation safety interests at committee meetings, conferences, workgroups, task forces, and in meetings with USAF, Department of Defense (DoD), and private industry personnel. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems, in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Examples of specialized experience include: Expert knowledge of the theories, principles and practices of flight and aviation safety sufficient to facilitate the development and implementation of MAJCOM programs for collecting and analyzing aircraft data collected from electronic sensors and human operators; an understanding of aircrew language, issues, and operational conditions is essential; Aviation safety experience to facilitate communication during the presentation of safety processes and trend analyses to leadership at the MAJCOM and DoD level; Presenting findings to commanders during mass briefing and inbrief/outbrief style presentations as well as in detailed informative graphics, slide shows and safety updates to senior leadership; Professional knowledge and skill sufficient to prepare presentations and write reports that define, justify, and defend the development and implementation of hazard identification and risk management programs to recommend and implement techniques and measures that minimize the exposure of aircrew to injury or death, and potential serious damage or destruction of government aircraft; Comprehensive knowledge of the body of laws, regulations, policies, standards, procedures, methods, and techniques applicable to a broad range of aviation safety requirements sufficient to plan, coordinate, and manage aviation safety programs; Knowledge of flight operations and aviation safety standards and policies facilitates employee's ability to investigate complex aviation safety issues and identify actionable solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DOD, Air Force, Federal Aviation Administration, International Civilian Aviation flight safety principles, practices, procedures methods, techniques, laws, regulations, and current legislative issues as they relate to Air Force safety programs. In-depth knowledge of flight operations, flight safety procedures, resource programs, principles and policies, and the ability to integrate prior experience in the development and implementation of operational flight data analysis and aviation hazard self-reporting systems. Skill in interpreting operationally information regarding mishaps and systems into an analytical framework to assist key decision makers and commanders prevent mishaps. Ability to develop performance measures and evaluate the effectiveness of risk mitigation actions in reducing mishap precursors and supporting aviation safety objectives. Knowledge in use of and ability to manipulate data, conduct research and run reports within military and civil safety databases. Ability to research multiple standards dealing with numerous topics and consolidate requirements into one requirement for Air Force application. Skill and ability to communicate effectively, both orally and in writing in order to prepare briefings, papers, and media articles, maintain Air Force and MAJCOM policy documents, develop training programs, and lead group conferences. Ability to identify problems and develop innovative solutions. Ability to analyze, plan, and coordinate work operations with one or more organizational areas to meet program requirements and objectives within available resources and to identify problems and develop innovative solutions. Ability to access or locate information through the use of a computers and networks PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
