    Summary The employee will serve as the Supervisory Program Analyst (Graduated Interventions), in the National Care & Peer Support Department, Veterans Crisis Line (VCL), Veterans Affair (VA). The VCL is a 24-hour, 7-days-a-week, 365-days-a-year service aimed at connecting callers worldwide to a caring, qualified Veterans Administration employee. The VCL's mission is to provide 24/7, world-class suicide prevention and crisis intervention services to Veterans, Service Members, and their family members. Responsibilities Major duties include but are not limited to: Plans and assigns work. Develops performance standards and evaluates performance. Advises and counsels employees on both work and administrative matters. Interviews candidates for positions; hears and resolves complaints; effects disciplinary measures. Identifies developmental and training needs; finds ways to improve production; and approves leave. Manages workload adjusting as necessary to accommodate things such as shifting priorities and employee skill levels ensuring that workload is equitable and manageable. Assures reasonable equity in developing performance standards and ratings of subordinates. Makes decisions on work issues presented by subordinates. Analyzes metrics, creates reports and recommends communications strategies based on need and goals of suicides and crisis intervention. Performs a broad-scope and long-range program and project management studies for the VCL programs to refine business measurements. Manages and evaluates various VCL programs to ensure effectiveness of services provided and determining areas of improvement. Manages program operations, develops complex reports for leadership review and oversees implementation of new graduated intervention programs and projects. Work Schedule: Tour of Duty is typically Administrative Hours. Tour is subject to change based on program needs. Compressed/Flexible Work Schedule: Not available. Remote: This is remote position. Selectees will work 100% of the time in a non-VA-owned space outside of the local commuting area of a parent station. The employee's workspace must be suitable for conducting business and as such, remote employees are expected to provide a secure, distraction-free home-based worksite with reliable high speed internet connectivity. The employee will be required to travel to the closest VA Medical Center or VA Outpatient Clinic for issuance of equipment, and as needed for technical support. Selectees will be required to self-certify that their remote workplace meets all safety, privacy, and internet speed requirements. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/09/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factors (SPF) are a prerequisite to an appointment and represent minimum requirements for the position (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). The Selective Placement Factor for this position is: Experience assisting with the implementation of new programs within a crisis intervention, suicide prevention, or behavioral health setting. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. In order to meet the minimum qualifications for this position, you must meet 2 of 3 of the following examples of specialized experience: Managing and evaluating program operations, identifying issues and developing recommendations to improve quality and efficiency of program operations; Leading, coaching or supervising staff to include overseeing and coordinating staff assignments, performance development and evaluation and facilitating work processes and procedures; Performing broad-scope and long-range project management studies to refine business processes. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
