Responsibilities The primary purpose of this position is: To serve as the Vice Director for the Commander, Nevada Test and Training Range. The Nevada Test and Training Range is a Major Range and Test Facility Base (MRTFB) activity operated in accordance with DoDD 3200.11, and is a Wing-level organization within the United States Air Warfare Center. The NTTR is responsible for two S-CAT I, Services Contracts held within the portfolios of SAF/AQ and AF PEO/CM. Duties: Plans, organizes, and oversees the activities of the NTTR with responsibility for development of major aspects of key operation programs. Acts as the Senior Acquisition expert for the NTTR, responsible for acquisition and execution of contracts in support of key Air Force programs of national significance. Exercises supervisory personnel management responsibilities. Represents the NTTR with a variety of OSD, AF and ACC organizations. Establishes, interprets, revises or reviews policies, procedures, mission objectives and organizational design for a DoD Major Range and Test Facility Base (MRTFB) activity. Represents the NTTR Commander at higher levels within and outside of the organization. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP. This position is designated as a KEY position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Air force test and training program goals, objectives and regulations as well as the relationship of the various commands and range entities and other DOD MRTFBs involved in overall operation, planning and execution of a realistic combat training environment. Knowledge of Major Range and Test Facility Base management and operational guidelines. Knowledge of sources and factual information about and related to financial management, resources programming, acquisition management processes and initiatives also knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air force test and training program goals, objectives and regulations as well as the relationship of the various commands and range entities and other DOD MRTFBs involved in overall operation, planning and execution of a realistic combat training environment. 2. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives. 3. Knowledge of Major Range and Test Facility Base management and operational guidelines. 4. Knowledge of safety and security regulations, practices, procedures, natural/cultural resources management. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Knowledge of sources and factual information about and related to financial management, resources programming and acquisition management processes and initiatives PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
