Summary This vacancy is for a GS-2010-11/12, Inventory Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, Various Divisions within ALC, in ELIZABETH CITY, North Carolina. Responsibilities As an Inventory Management Specialist, you will be responsible for the planning, acquisition, distribution, retention and disposal of complex materials in support of the Aviation Logistic Center (ALC). The primary purpose of the position is to manage inventory items. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Independently planning, expediting, forecasting, coordinating, analyzing, resolving and reporting on all supply involvements pertaining to materials or systems managed. Administering programs designed to anticipate long term supply systems needs and provide for proper stocking levels; effect proper usage and distribution of available materials; pursuing a procurement policy in line with forecasted requirements; managing reparable cycles, reducing accumulation of obsolete stocks; reducing accumulations of excess materials; reducing the necessity for emergency procurement actions or emergency requisitions and improve logistics support for materials designated critical. Authorizing significant changes in expenditure and stocking levels based on order and usage records. Reviewing replenishment plans for all materials managed. Reviewing reports and determining if quantities of items procured support all assigned materials under conditions of drastically varying lead times, and frequent changes between government and commercial sources. Making decisions to reduce inventory and minimize total cost of Coast Guard aviation logistics consistent with program goals and operational requirements. Attending provisioning conferences and establishing inventory controls for complete systems, subassemblies, and parts. Qualifications QUALIFICATIONS REQUIREMENTS: To qualify for this position, you MUST meet all of the following requirements by the closing date of this announcement. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-11: In order to qualify for this position at the GS-11 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-09 level include performing the following types of tasks on a regular and recurring basis: Assisting with supply, demand planning and funding. AND Initiating and/or monitoring the procurement of items with fluctuating supply and demand patterns. OR Education: A Ph.D. or equivalent. OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related. OR Combination of education and experience: A combination of education and specialized experience may be used to qualify for this position. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. GS-12: In order to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service. Examples of the minimum qualifying specialized experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis: Developing and managing a budget for the procurement of materials and services. AND Analyzing and evaluating the effectiveness and efficiency of Inventory management programs/operations and providing recommendations for improvement.
