    Under the supervision of the Child Care Specialist III, this position supports and monitors community early childhood centers and family childcare providers participating in the quality measurement and improvement system Virginia Quality Birth to Five (VQB5). This includes outreach to programs for understanding of the VQB5 system and the Classroom Assessment Scoring System (CLASS) tool, support for VQB5 registration and other data entry as needed, conducting CLASS observations in programs and providing feedback, and connecting providers with improvement partners or other professional development supports based on VQB5 data. Acts as the main point of contact and build relationships with early childhood programs to ensure successful participation in the VQB5 system. Serves as the expert for VQB5 registration and Classroom Assessment Scoring System (CLASS) Observations. Other duties as assigned.

     

    Position requires flexibility in scheduling, including some evening and Saturday hours.

    Illustrative Duties

    Coordinates services with other governmental programs and community organizations;

     

    Maintains current knowledge of legislation, best practices, and performance measures;

     

    Monitors programs for compliance with applicable federal, state, and local laws and regulations.

     

    Required Knowledge Skills and Abilities

     

    Knowledge of the principles, concepts, and methodology of assigned area of accountability;

     

    and/or extensive knowledge in particular area of expertise;

     

    Ability to communicate effectively, both orally and in writing;

     

    Ability to work independently and as a member of a team.

     

    Employment Standards

    MINIMUM QUALIFICATIONS:

    Graduation from an accredited college or university with a bachelor's degree in early childhood education, psychology, social work, or a closely related field; plus two years of experience in day care administration, early childhood education, or related human service administration.

    CERTIFICATES AND LICENSES REQUIRED:

    Valid driver's license.

    NECESSARY SPECIAL REQUIREMENTS:

    The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and a driving record check to the satisfaction of the employer.

     

    Additional work schedule requirements: Must be flexible to meet program needs. Occasional evening and/or weekend work may be required.

    PREFERRED QUALIFICATIONS:

    + Infant / Toddler / PreK Classroom Assessment Scoring System (CLASS) certified observer.

    + Experience providing on-site technical assistance, mentoring, and/or coaching for early childhood professionals.

    + Experience working with early childhood professionals in an early childhood program, center and/or family child care home.

    + Experience working with a diverse, multicultural population.

    PHYSICAL REQUIREMENTS:

    Work is generally sedentary in nature; however, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to visit early childhood programs and attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
