The Department of Homeless Services (DHS) is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and not-for-profit partners. DHS works to prevent homelessness before it occurs, reduce street homelessness, and assist New Yorkers to transition from shelter into appropriate permanent housing. DHS is responsible for the management of over 200 facilities, which mainly are individual, and family shelters used as overnight residences for over 38,000 adults and children. DHS's portfolio covers approximately 4M square feet.
The Office of the DHS Administrator’s is recruiting for a Computer Systems Manager M-III to function as a Senior Advisor for IT. Under the executive management of the DHS Executive Project Manager (EPM) the Senior Advisor for IT supports and assists with the management of DSS initiatives in information and technology, including cross DSS-HRA-DHS initiatives and exercises authority, provides executive level counsel and advise on critical IT-related matters/situations and in the implementation of the same.
Duties and Responsibilities
- Collaborate with staff and other managers from the Department of Homeless Services, the Department of Social Services and the Human Resources Administration on critical interagency initiatives, i.e., IT system solutions, program monitoring, resource allocation and fiscal management, legal settlement compliance, contract management, interagency project and operation coordination where seamless integration efforts would serve to enhance the quality of life for agency clients, and on special projects relating to IT and budget management.
- Advise and support the EPM on governance-related projects and develop prioritization of agency-wide IT solutions to manage resources and financing; assist and support the agency’s steering committee of DSS, HRA and DHS executive project managers and IT counterparts to coordinate, prioritize and streamline the operation, staffing and executive of IT solutions.
- Assist with the coordination of IT projects across DHS. Conceptualize, develop, manage, and implement programmatic and project workstreams. Policy and operations initiatives with the highest quality standards of practice as these pertain to program areas under the DHS portfolio.
- Advise on the development of a stronger integration of citywide and agency-wide services.
- May serve as an agency liaison to taskforces and other city-wide efforts relating to new initiatives and governing rules and regulations in data, technology, and information systems. Advise the DHS EMP on emerging trends and opportunities in information and technology management.
Hours/Schedule:
Monday – Friday – 9am to 5pm.

Qualifications
1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.
In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Salary Min: $145,000.00
Salary Max: $165,000.00
