HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) lead the agency’s effort to work closely with other HPD divisions and outside community partners to identify buildings in distress, assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement, Housing Litigation Division, Emergency Operations and Enhanced Enforcement, and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).
Your Impact:
The Emergency Operations and Enhanced Enforcement Division is responsible for emergency repairs in privately-owned residential buildings and for monitoring vendor repair work in City-owned buildings. The primary goal of the division is to secure voluntary corrective action by the landlord, eliminating the need for direct City involvement.
Your Role:
Your role will be a Field Tech/Construction Project Manager L-2 for the Emergency Operations and Enhanced Enforcement Division (EOD) Demolition Unit. The selected candidate duties will also include, but will not be limited to, the following:
Your Responsibilities:
- Performing daily inspections of structures, cited by DOB under Emergency Declaration, in imminent danger of collapse or otherwise identified as a danger to the Public.
- Preparing work scopes and cost estimates to address emergency conditions including but not limited to demolition, structural shoring, bracing, overhead protection, perimeter barricading and sealing, in addition to retaining wall bracing and/or removal.
- Monitoring and evaluating contractors ongoing work, including final inspections, to determine compliance with contract terms, contract duration and associated NYC Regulatory Guidelines.
- Verification and signoff of contractors’ requests for payment for actual work completed, including required document and site condition auditing.
- Consultation and coordination with other City agencies, including but not limited to the Office of Emergency Management, the Fire Department of New York, Utility Companies, New York Police Department, Department of Environmental Protection, and the Department of Buildings.
- Provide Demolition Unit representation on-site during Emergency response to fires, collapses, and other structural related incidents, when required.
- Preparing contractor productivity, performance, and evaluation reports.
- Conduct meetings with contractors found in violation of contract terms, or who are found to be performing below standard.
- Communication with Structure Owners on behalf of NYC HPD as related to Emergency conditions.
- Generate, track, and maintain hardcopy and electronic field reports.
- Providing daily live time email field report.
Preferred Skills:
- Must possess a Motor Vehicle Driver License valid in the State of New York. The license must be maintained for the duration of employment.
- May be required to use personal vehicle for Emergency Response
- Familiarity with Construction documents and specifications, building plans, Asbestos regulations etc.
Note:
- Preference will be given to candidates that have taken and passed the Construction Project Manager exam 5058.
- Candidate may be scheduled to work evenings and weekends
- Candidate must possess a Motor Vehicle Driver License valid in the State of New York. The license must be maintained for the duration of employment.
CONSTRUCTION PROJECT MANAGER - 34202
Qualifications
1. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization, and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300,000 for each of the five years of the required experience; or
2. One year of the experience as described in “1” above and a baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management; or
3. One year of the experience as described in “1” above and a valid license as a professional engineer, registered architect, or registered landscape architect, issued by a board of examining engineers, architects, or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and a combination of at least two years of experience as described in “1” above and the education as described in “2” above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in “2” above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.
Note: Candidates must specify for each construction project they worked on: a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.
Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.
5. For Assignment to Level II, In addition to meeting the "Qualification Requirements" above, candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in "1" above.
6. For Assignment to Level III, in addition to meeting the Qualification Requirements for Construction Project Manager, candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question "1" above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations, license suspension or an accident record, you may be disqualified.
