    Job Summary and Qualifications

     

    The Regulatory and Quality Coordinator serves as expert resource on regulatory, accreditation, and licensure standards and requirements for compliance with focus on Joint Commission, CMS, Texas Department of State Health Services, FDA, and other regulatory and accreditation requirements impacting the hospital and services provided. The Coordinator is responsible for managing the hospital’s complaint management system including timely review and resolution of complaints and maintaining complaint documentation. The Coordinator will participate in quality and risk initiatives including data management and systems improvement. The Coordinator collaborates with and educates all levels of staff to achieve compliance and improvement.

    ESSENTIAL JOB RESPONSIBILITIES** **:

    1. **REGULATORY COMPLIANCE**

    + Designs and maintains a systematic approach to ensure continual preparation and readiness for unannounced and announced surveys.

    + Ensures compliance or addresses with Director and other leadership methods to achieve and maintain compliance.

    + Maintains high degree of regulatory and accreditation knowledge.

    + Monitors and reviews pending regulatory and accreditation requirements and develops plans to meet requirements by impact dates.

    + Coordinates with all levels of the organization to effect compliance changes.

    + Assists with developing policies, procedures, and guidelines to meet requirements.

    + Submits information / data to regulatory and accreditation organizations for required reporting to maintain accreditation and other requirements, including survey organization and completion.

    + Coordinates with Director and Manager to submit sentinel event, RCA, and other reportable events.

    + Submits regulatory log reports to HCA.

    + Submits SMDA MedWatch reports to FDA within 10 days of reportable event and annual summary report, per Safe Medical Devices Act.

    + Conducts periodic regulatory, accreditation, patient safety / quality, and other safety inspections and tracers. Coordinates follow-up and action on findings.

    + Appropriately accesses secured rooms with locked medication storage containers in order to perform assigned job functions which does not include management of medications.

    2. COMPLAINT MANAGEMENT

    + Receives, investigates, and responds to complaints addressing:

    + Confers with respective department management if involves current patient.

    + If discharged patient, investigates allegations with staff and reviews medical record and other documents.

    + Obtains patient account information, if indicated

    + Resolves complaint allegations with written letter to patient or authorized representative, if discharged patient, received in writing or significant complaint.

    + Refer all ADA-related complaints to Director and Director of Support Services.

    + Complies with CMS complaint management requirements.

    + Maintains complaint documentation, logs, incident reports and summary reports of complaints, including annual complaint summary.

    + Ensures complaint file and documentation availability for unannounced complaint survey.

    3. PERFORMANCE IMPROVEMENT

    + Coordinates quality, patient safety, PI, and other measurement activities throughout the facility, as assigned or delegated.

    + Analyzes data and reports for improvement as assigned or delegated.

    + Recommends action plans to Director and other leadership for improvement.

    + Maintains timely reporting.

    + Serves as a compliance, quality, safety, and medical staff resource to all departments and staff.

    + Serves as member of selected facility and departmental committees, teams.

    + Analyzes and reports quality and PI indicators to departments or committees as assigned or required.

    + Ensures compliance of corporate, division, regulatory, and accreditation requirements for quality, performance improvement, and patient safety.

    + Provides education and support to staff regarding quality and patient safety initiatives, measurement goals and objectives, medical staff improvements, and outcomes while promoting compliance and improvement.

    4. OTHER DUTIES

    + Completes administrative and other duties as needed or requested.

    + Maintains confidentiality.

    + Complies with all hospital policies and procedures, safety requirements, and emergencypreparedness requirements.

    KNOWLEDGE, SKILLS AND ABILITIES** **:

    Must be able to demonstrate understanding of HCA’s and St. David’s “Patients First” safety initiative by strict compliance to all safety protocols and procedures. Must possess skills to include:

     

    + Knowledge: Understanding of regulatory, accreditation, quality and medical staff principles, theories and tools.

    + Excellent knowledge of healthcare operations and systems.

    + Analysis: Ability to perform computerized analyses and use data management, word processing, and presentation software as required.

    + Understanding: Familiar with the healthcare environment and hospital administration.

    + Organization: Develops and manages documentation systems ensuring accessibility and appropriate maintenance.

    + Excellent written and verbal communication skills.

    + Excellent complex environment and meeting management skills.

    + Excellent writing and presentation skills.

    + Time Management: Manages multiple projects, delegates tasks, and sets and meets deadlines; prioritizes work with minimal direction required.

    + Attention to Detail: Able to accurately document, identify and communicate issues and improvement options.

    + Work Independently: Performs functions of the position with minimal or no direction.

    + Independent Judgment: Able to independently determine when issues should be directed to Director, administration, leadership, medical staff leadership, etc.

    + Confidentiality: Assures confidentiality of issues and documentation in compliance with state and federal laws as well as medical staff bylaws and policies and procedures.

    + Communication (strong written and verbal skills): Communicates with a variety of audiences; able to facilitate open and effective communication between the medical staff and administration; able to provide clear and concise instructions to assigned personnel.

    + Interpersonal: Able to work effectively with multiple personalities and cultures; able to provide feedback.

    + Technology Resources: Utilizes a variety of database and word processing software and equipment; keeps abreast of technological trends; develops guidelines in the use of these resources.

    EDUCATION AND EXPERIENCE** **:

    Bachelor’s Degree required, with preference given to nursing, health care quality management, health care administration, health information management, or health law. Ten years’ experience in health care or five years’ experience in quality, health care administration, or health law.

     

    Master’s degree in healthcare, nursing, quality or health law. Advanced certification in quality, risk, or related health care administration. -preferred

    LICENSES AND CERTIFICATES** **:

    Certified Professional in Healthcare Quality (CPHQ), Certified Professional in Healthcare Risk Management (CPHRM), Registered Health Information -preferred

     

    Administrator (RHIA), Registered Nurse (RN) -preferred
