    The Role

     

    Design, develop and maintain the organization’s Emergency Preparedness Program and procedures for the facility and its equipment. Coordinate with RadCon and the Fire Emergency Planning Team on all fire drills that require firefighter participation, ensuring fire drill scenarios meet the tactics, training and physical requirements for firefighter safety. Review industry trends for best practices in fire prevention, extinguishment and training and ensure firefighter training requirements meet or exceed all OSHA and NFPA training standards. Coordinates with all in yard naval vessel DCAs to ensure emergency firefighting equipment for each vessel is staged, inventoried and maintained in ready response status. Prepares MOU/MOA for arriving ships regarding fire drills and responsibilities. Liaison with local Fire Department Training Officers, Fire Marshals and Ship's Fire Marshal for drill planning, training assistance and command & control familiarity. Leads a project team to plan, schedule and conduct a wide range of complex facility/or site Emergency Preparedness drills and exercises. Provides coordination with local, State and Federal Emergency Planners.

     

    Must Have

     

    Bachelor’s degree in an area of study relevant to this position and more than 8 years experience in emergency management with a law enforcement, public or private sector security organization. Certification preferred: VFMA - Fire Marshal Law Enforcement School, NFPA 1033 - Fire Investigator, NFPA 1031- Fire Inspector I & II certifications

    One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

    + NNS Apprentice School graduate

    + Navy Nuclear Power School (NNPS) graduate

    + Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

    + Military Paygrade E-5 or above military experience

    + High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

    + High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

     

    Nice to Have

     

    Serves as the senior technical authority and program lead for the shipyard’s Emergency Planning function in support of NAVSEA 8010 implementation. Develops, maintains, and audits shipboard and facility-level Emergency Action Plans and Fire Response Plans. Coordinates with the Fire Safety Engineering, and Facilities organizations to ensure effective integration, evacuation procedures, and alarm audibility requirements.

     

    Leads the planning and execution of fire drills, warden training, and facility evacuation exercises. Analyzes drill metrics and audit findings to identify systemic trends and recommend policy or procedural updates. Provides subject-matter expertise during NAVSEA and CNIC audits, ensuring consistency between shipyard procedures and federal standards. Mentors junior analysts and engineers, serving as the technical lead for emergency planning documentation and readiness verification.
