Overview
_The Microsoft Datacenter Development Land Development and Community (LDC) team supports the development and delivery of Microsoft’s datacenter portfolio from site selection through design, construction, and operation. The Microsoft datacenter development portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects._
_Within LDC the Cloud Infrastructure Water Program team is responsible for the planning and development and on-time delivery of water and wastewater infrastructure and service capacity to support construction, commissioning and operation of Datacenters needed to build out Microsoft’s cloud infrastructure._
_In this role the Water Program Manager will manage wet utility due diligence, water and wastewater permit planning and approvals, and support enablement of offsite water and wastewater infrastructure during site acquisition, land development, design, and construction for datacenters throughout the Americas. This role requires regular engagement with key Microsoft stakeholders, including legal, design, construction, and operations teams, regulatory agencies, and outside consultants and contractors._
_The Water Program Manager will be a key player in both the strategy and execution of water and wastewater utility enablement for our projects. Water Program Manager is part of a team of water and wastewater program managers but works across the greater organization to drive an effective, fast and efficient water and wastewater utility development process to eliminate gaps between teams and ensure on-time planning and delivery of various water and wastewater utility projects and agreements._

Responsibilities
The Water Program Manager will be responsible for driving appropriate cross-team delivery in the planning, review, coordination and enablement of water and wastewater for data centers to allow for the permitting, commissioning, construction, and operation of our critical infrastructure. Specific responsibilities will include:
+ Leads the identification of requirements and strategies for water and wastewater enablement across multiple datacenter projects. Gathers requirements, identifies resource needs, creates the enablement schedule and project execution plan and targets, and works across teams to drive the successful delivery of the schedule.
+ Clearly define highly complex water and wastewater program issues, assessing various scenarios, and selecting the optimal execution plan to resolve issues and enable water and wastewater delivery to the datacenter. Strives for simplification.
+ Conduct comprehensive assessments during due diligence and throughout design and construction to identify water and wastewater delivery requirements and associated risks.
+ Coordinate with key internal counterparts including land development, design, construction, operations and environmental team leaders to develop comprehensive and integrated water and wastewater delivery strategies
+ Communicate key risks, mitigations, and policies to internal Microsoft stakeholders.
+ Work with internal and external stakeholders to identify innovative solutions to resolve delays to construction or other activities due to water and wastewater delivery delays.
+ Identify agency engagement strategy and represent Microsoft in key meetings with applicable Authorities Having Jurisdiction (AHJ), regulatory agencies, external stakeholders, and the public to facilitate water and wastewater delivery and datacenter development.
+ Own key strategic relationships with utilities, AHJs, regulatory agencies, government officials and other key external stakeholders and act as a single point of contact for all discussions around water and wastewater approvals.
+ Lead the development of program tools and processes to continuously improve the delivery of water and wastewater programs and delivery for datacenter development.
+ Educate the project team on water and wastewater requirements to ensure timely approvals and compliance.
+ Responsible for improving key metrics including water and wastewater delivery timeline predictability.
+ Support of regulatory agency, stakeholder and community engagement activities and negotiations for new builds and existing facilities.
+ Leverage technical expertise to provide support to internal Microsoft stakeholders during development of new initiatives and programs.
+ Facilitate cross-team communication of land development and wet utility requirements to diverse internal stakeholders, including legal, end-to-end, land acquisition, land development, energy, design, construction, operations, community development, CELA, and sustainability teams.
+ Report out regularly on actions taken, strategy, and risks.

Qualifications
Required/minimum qualifications
+ Bachelor's Degree in Business Management, Real Estate, Project Management, or related field AND 3+ years relevant experience OR 5+ years equivalent experience.
Additional or preferred qualifications
+ Bachelor's Degree in Business Management, Real Estate, Project Management, or related field AND 5+ years Portfolio Management, Real Estate, or Office Management experience OR 7+ years equivalent experience.
Background Check Requirements:
Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
+ Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.
+ Citizenship Verification: This position requires verification of US Citizenship to meet federal government security requirements.

Real Estate Portfolio Management IC4 - The typical base pay range for this role across the U.S. is USD $96,500 - $188,400 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $123,500 - $206,400 per year.
