    DOTD Program Director - Quality and Continuous Improvement Program

    About this Job:

    This position provides executive-level leadership for DOTD’s Quality and Continuous Improvement Program (QCIP), supporting agency-wide efforts to improve efficiency, effectiveness, and service delivery. The incumbent leads continuous improvement initiatives that span multiple Sections and Districts, using data-driven analysis and stakeholder collaboration to identify root causes and recommend sustainable solutions.

     

    This role also oversees DOTD’s Statewide Innovation and Technology Program, aligning process improvement efforts with innovative technological solutions to enhance organizational performance.

     

    While in an official capacity, DOTD employees must comply with applicable Louisiana Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

    Minimum Qualifications

    Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

     

    Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

     

    A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR

     

    An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Essential Duties Include:

    + Leads agency-wide continuous improvement initiatives by evaluating policies, procedures, and operational processes for efficiency and effectiveness.

    + Oversees QCIP teams and task forces conducting root-cause analysis and developing actionable recommendations.

    + Reviews and synthesizes analytical reports, data, and research across multiple DOTD functional areas.

    + Provides strategic guidance and recommendations to executive leadership regarding policy, process, and organizational improvements.

    + Manages the DOTD Statewide Innovation and Technology Program to align innovation strategies with agency goals.

    + Oversees the development, implementation, and monitoring of approved improvement initiatives.

    + Coordinates and functionally manages consultants supporting change management and continuous improvement efforts.

    + Provides regular progress updates and reports to internal and external stakeholders, including executive leadership.

    + May be required to perform other duties as necessary, including emergency or disaster support activities.
