Summary: This position is located in the Construction and Facilities Maintenance Office (CFMO), a directorate of the Idaho Army National Guard (IDARNG), functioning within the Idaho Military Division (IMD). The primary purpose of this position is to serve as design and construction project managers for a variety of facility construction projects, and to prepare and manage capital improvement budget requests for the construction or renovation of facilities, with overall responsibility for assigned projects throughout the project lifecycle. This position serves as the Construction Control Representative for state funded construction projects within the scope of the Division of Public Works (DPW).
MILITARY DIVISION MANDATORY QUESTIONS:

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state). Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license. (Do not provide a copy of your driver’s license.)
(2) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation. If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.
(3) Travel is required for training and job performance. Must be willing to travel by all modes of transportation and stay at destinations for short to moderate periods.
REQUIRED EXPERIENCE: Must have 36 months of experience performing work related to the knowledge requirements below. Submit a paragraph for each knowledge requirement below that demonstrates the required experience and describes competence in applying the knowledge. Education and training may be used to offset experience.
(1) Describe your knowledge of construction practices for all trades, standard building practices, building code, and facility maintenance programs, and your ability to read and comprehend plans, blueprints, project scopes, specifications, and materials data.
(2) Describe your knowledge of project management guidelines, practices, techniques and associated software, including scheduling phases, defining projects, establishing goals, interpersonal and organizational communication, knowledge transfer, program analysis, and information presentation methods.
(3) Describe your k nowledge of planning concepts, construction methods and practices, contract procedures, and construction management practices involved in the planning, design, construction or renovation of ARNG structures and buildings to support installation construction projects and facilities improvement.
(4) Describe your knowledge of applicable national, state, local, National Guard Bureau, and Department of the Army regulations relating to design, construction, and contracting.
(5) Describe your knowledge in the use of computers with common operating software, project management software, construction related software, and record keeping software.
(6) Describe your knowledge of and skill in carrying out managerial duties which include but are not limited to counseling, training, coaching, developing and enforcing performance standards, assigning work, managing workflow, reviewing work, resolving employee disputes, managing schedules, maintaining office culture and environment, and receiving general guidance on projects and delegating supporting tasks to team members.
(7) Describe your knowledge of communication techniques and your ability to communicate effectively; present information clearly, concisely, accurately and in ways that promote understanding and demonstrate strong influencing skills; and your ability to comfortably interact with executive and senior level management and officials.
