Position:
The Office of Energy and Mineral Resources is seeking a full-time Project Coordinator. This position will be located in Boise, Idaho. This is a non-classified, appointed position in Idaho State government and exempt from the provisions of Chapter 53, Title 67 of Idaho Code.
Overview:
The principal function of this position is to help develop, implement, and administer OEMR financial assistance programs funded in whole or part with federal grants in a manner consistent with the state's energy policies and priorities. This position will devote most of the time working managing grant programs; however, because of the intersection between the funding goals and state policies and priorities the position will have insight into development the state’s energy policy and priority as well. The position will provide support and guidance on programs and organizational activities to convey information, assist with compliance, and help resolve situations relative to the programs.
Salary Range: $27.12 - $30.75
Responsibilities:
Grant project development and implementation
• Plans and coordinates program development projects
• Develops project goals, work plans, timelines, implementation strategies and plans
• Analyzes each project's decision-making issues including identification of key stakeholders
• Develops and implements strategies to encourage and obtain stakeholder and/or community support
• Identifies other agencies and organizations as project partners
• Recommend project development and implementation metrics
• Identifies available resources
• Provides consultation and assistance on program planning, development and implementation techniques
• Coordinates publicity and development of news releases and related materials
• Plans, facilitates and conducts meetings
• Measures, evaluates and communicates program performance
• Consults with and provides problem solving assistance to staff and stakeholders on matters related to project activities
• Develop guides and handbooks
• Monitors contract compliance
• Prepares reporting documents
• Serves as liaison between federal, state, local agencies, sub-awardees and advisory groups
Administrative
• Monitor project budget, timelines, and expenditures
• Assists in the preparation of fiscal, narrative and evaluative reports on project progress
• May identify and develop potential funding sources for projects
• Assists in the preparation applications or documentation to secure project funding
• Other duties as assigned
Minimum Qualifications:
Experience:
• Planning and implementing projects
• Developing, promoting and gaining project support
• Interpreting and explaining specialized or complex material into information usable by the public
Desired Requirements:
• A bachelor’s degree or an equivalent combination of education and experience
• Understanding of energy policy
• Experience managing federal or state grants, contracts, or projects
• Knowledge of any of the following regulations:
o National Environmental Policy Act (NEPA)
o Davis Bacon Act for prevailing wage
o Build America Buy America (BABA)
o Historic Preservation Act Section 106
o Code of Federal Regulation 2 CFR 200
• Planning, developing, implementing, and administering program grants or contracts including identifying goals and timetables
• Monitoring and evaluating grant or contract activities and expenditures
• Interpreting and explaining laws, regulations, and policies for multiple and specialized programs
• Strong research and analysis skills
