Hiring Range: $85,653-$132,772
Hours: 8:00 am to 5:00 pm/M-F
Devoted to providing operational leadership and strategic direction for the Asset Management Division (comprised of physical security infrastructure and management, inventory, vehicles, data management, software, and technology) and oversees the development and implementation of asset management strategies for the General Services Department, guided by best practices such as policies, systems, and processes, to achieve optimal return on investment and ensure the effective deployment of the City’s facilities, community facilities, property, infrastructure, surplus capital outlay, and equipment portfolio. Devoted to providing management analysis and oversight; divisional budget and personnel management; program administration and oversight; risk management and safety services. Decision-making includes providing input into management objectives, establishing work goals and objectives of a unit to carry out management direction, and selecting the method to address a problem or issue, subject to the constraints established by management objectives and direction. Work includes general management oversight work related to financial, contract administration, grants, performance, personnel or program administration functions.
Responsible for supervising staff; preparing, reviewing, monitoring and adjusting divisional budget; preparing and reviewing Requests for Proposals and contracts; supervising information technology issues at the department level; reviewing and approving expenditures; researching and preparing financial reports; developing and implementing policies and procedures; developing and providing training; and assisting with and/or leading strategic planning and/or performance measurement for the department.
Position is responsible for developing and sustaining an effective condition-based asset management program, as well as designing and maintaining asset management systems that support and optimize data collection and analysis. Position also manages special projects including but not limited to the following areas: asset management, facility condition assessment, physical security, departmental technology, and data management. Responsibilities include providing organizational leadership and supervision of multiple teams, administering and managing long-term major programs, and leading project meetings with internal and external stakeholders.
Duties/Responsibilities
+ Supervises and coordinates the department’s asset management operations including information technology, physical security infrastructure and management, inventory, vehicles, software, and data management.
+ Develops, implements, and continuously improves asset management strategies, policies, systems, and processes in accordance with industry best practices to maximize return on investment and ensure effective deployment of City-owned facilities, community facilities, property, infrastructure, equipment, and surplus capital assets. Develops and implements the GSD asset management plan and strategy, communicates expectations and obligations through executives and managers, and monitors and reports on performance to optimize the value of the asset portfolio.
+ Leads the development and sustainment of a comprehensive condition-based asset management program, including the design, implementation, and maintenance of asset management systems that support accurate data collection, analysis, and reporting.
+ Provides general management oversight of financial, contract administration, grants, performance, personnel, or program administration functions; develops, updates, evaluates, and implements programs, projects, plans, policies, and procedures; supervises staff; develops and coordinates training; assists with and/or leads strategic planning and/or performance measurement processes; and ensures compliance with contracts, and applicable regulations, policies, and procedures.
+ Prepares, reviews, monitors, and adjusts divisional budget; reviews, evaluates, and/or approves expenditures, budget transfers, and fund allocation; researches, reviews, and analyzes financial information; and develops and makes budget and financial recommendations.
+ Coordinates the preparation of and/or prepares, reviews, maintains and submits legal, financial, technical, and other complex, special, and general reports, plans, bid documents, contracts, applications, claims, memorandums, and other documents; oversees the maintenance of databases and online systems; researches, compiles, reconciles, and analyzes information; develops findings and makes related recommendations; reviews work and work of others for accuracy, completeness, and compliance with applicable specifications, requirements, regulations, policies, and procedures.
+ Collaborates with City management and departments, vendors and/or external agencies; convenes, facilitates and attends meetings and conferences; provides subject-matter expertise and consulting; investigates and resolves complex and high-visibility issues; and represents the department for citywide activities and projects.
+ Determines, in collaboration with other department divisions, appropriate frameworks, processes and standards to be applied for developing budgets, CIP, and maintenance replacement program and additional asset management as needed to the acquisition and disposal of assets, ensuring compliance with sound and agreed financial, legal and commercial principles.
+ Manages security and asset management technology, infrastructure projects, and needs assessments including design for new construction and renovations, procurement, installation, project management, program deployment, and equipment maintenance.
+ Performs other duties of a similar nature and level as assigned.
Minimum Qualifications & Experience
+ Bachelor’s degree, or equivalency, in business or public administration, or directly related field.
+ Five years of professional experience that includes subject-matter expertise and knowledge in areas related to assignment.
+ Two years of supervisory experience.
+ A valid North Carolina Class C Driver’s License with a satisfactory driving record or must obtain within 60 days of hire.

+ Demonstrated ability to accurately analyze information, make strategic decisions/ recommendations and guide decision-making by identifying anticipated benefits, consequences and impacts of alternative system options.
+ Experience managing complex or broad variety/scope of programs/projects for completeness, compatibility, compliance with design/ construction/ facility management principles and standards.
+ Exceptional communication and interpersonal skills, ability to communicate technical systems in a manner that is easily understood.
+ Computer competencies and proficiencies to learn different software programs. Strong grasp of security systems, inventory/fleet management, and maintenance software (CMMS).
+ Demonstrated leadership experience. Strong curiosity and ability to ask questions.

Positions in this class typically require: reaching, standing, walking, fingering, grasping, feeling, talking, hearing, seeing and repetitive motions.
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Walking and standing are required only occasionally.
Work is routinely performed in an indoor, office environment.
