    POSITION SUMMARY:

    COTA's Director, Capital Delivery provides strategic leadership for COTA's portfolio of capital and operational projects, ensuring they are delivered on time, within scope, and within budget. This role oversees a team of certified Project Managers, embeds PMI best practices, and leverages project management technology to drive accountability and operational excellence. The Director coordinates complex, multi-stakeholder initiatives that advance COTA's mission of delivering safe, reliable, and innovative transit solutions for Central Ohio.

     

    Perform other duties in alignment with the COTA Strategic Plan and in support of the organization's vision to Move Every Life Forward.

    ESSENTIAL JOB FUNCTIONS:

    Leadership and Oversight

     

    + Direct and supervise a team of certified Project Managers, fostering professional growth and accountability;

    + Establish and maintain project management standards, methodologies, and governance aligned with PMI's PMBOK® Guide; and,

    + Develop, implement, and manage Standard Operating Procedures (SOPs) for capital project delivery across COTA.

     

    Project Portfolio Management

     

    + Oversee planning, execution, monitoring, and closeout of capital and operational projects;

    + Ensure compliance with federal, state, and local regulations, as well as COTA policies and SOPs;

    + Manage project setup, scheduling, and reporting within the project management system; and,

    + Prioritize projects based on organizational goals, funding availability, and stakeholder needs.

     

    Stakeholder Engagement

     

    + Collaborate with internal departments, external consultants, contractors, and public agencies to ensure successful project delivery;

    + Provide regular updates to executive leadership, the Board of Trustees, and community stakeholders;

    + Facilitate transparent communication on project milestones, risks, and outcomes; and,

    + Maintain documentation to support quality management requirements.

     

    Technology and Systems

     

    + Knowledge and experience with Project Management Systems, project management templates and automated approval workflows.

    + Drive continuous improvement in digital project management tools, workflows, and SOP integration.

     

    Risk & Compliance

     

    + Identify, assess, and mitigate risks across the project portfolio;

    + Ensure adherence to procurement, contracting, and compliance requirements specific to public agencies; and,

    + Maintain audit-ready documentation and reporting for oversight bodies.

    MINIMUM EDUCATION & EXPERIENCE REQUIRED:

    + Requires a bachelor's degree in engineering, construction management, business administration, or related discipline and seven (7) years' experience in project management specifically within a leadership capacity. A master's degree is preferred.

    + Certified Project Management Professional (PMP) Certification required.
