    Job Description:

    Responsible for planning, managing, and coordinating the engineering for all telecommunication facilities and for managing and coordinating compliance with applicable reliability standards. Responsible for the preparation and administration of the Telecommunications O&M and Capital annual budgets. Manages, directs, and trains personnel including monitoring assigned staff activities in terms of completion of work, adherence to project schedules, timelines, cost effectiveness, and results. Directs and participates in the preparation of studies for system wide telecommunication facilities upgrades including projects in the multi-year telecommunications strategic plan. Ensures consistency of engineering and equipment standards regarding telecommunication facilities in all regions of Tri-State.

    Telecommunications Engineering Manager

     

    Hiring Salary Range: $135,000-$175,000

     

    Actual compensation offer to candidate may vary outside of the posted hiring salary range based upon work experience, education, and/or skill level.

    Responsibilities:

    Essential Functions and Responsibilities:

    + Manage, direct and train personnel including monitoring assigned staff activities in terms of completion of work, adherence to project schedules, timelines, cost effectiveness, and results.

    + Responsible for the preparation and administration of the Telecommunications O&M and Capital annual budgets.

    + Coordinate/manage system level engineering required for telecommunications system additions and modifications.

    + Oversee the design, purchase, and installation of digital microwave, fiber optic cable/transport equipment, telephone systems, mobile radio equipment, and other associated telecommunications equipment.

    + Direct and oversee the development of short-, mid-, and long-range telecommunications plans.

    + Interface and coordinate with key internal stakeholders including Transmission Maintenance, Corporate Information Technology, Transmission System Operations, Energy Markets, System Protection, System Metering, Corporate Security to assure telecommunications engineering support of their requirements.

    + Interface and coordinate with key external stakeholders including Tri-State members, third party public safety entities, governmental agencies, other utilities, and commercial third-party entities to assure telecommunications engineering support of their requirements.

    + Act as technical liaison with local, state, and federal government agencies including the Federal Communications Commission (FCC), Federal Energy Regulatory Commission (FERC), and Federal Aviation Administration (FAA) regarding telecommunications systems and facilities.

    + Oversee and provide field engineering support for the testing and turn-up of new and modified telecommunications facilities, as required.

    + Oversee the development and maintenance of standards and procedures for telecommunications engineering design and installation requirements for transmission and generation facilities.

    + Manage or assist in the analysis of power system outages where telecommunications systems are considered a root cause or related cause.

    + Establish and maintain procedures and processes to assure compliance with all Federal Energy Regulatory Commission/North American Electric Reliability Corporation (FERC/NERC) and regional WECC/Midwest Reliability Organization/Southwest Power Pool (WECC/MRO/SPP) reliability standards and criteria related to Telecommunications.

    + Support the Reliability Compliance Program. Track applicable Operation and Planning (O&P) and Critical Infrastructure Protection (CIP) Standards and provide reports and updates to Management.

    + Prepare reports and special projects, as requested.

    + Maintain compliance with all company policies and procedures and attain knowledge and remain knowledgeable of regulations, laws, standards, and best practices applicable to functional area.

    + Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.

    Qualifications:

    Education and Training:

    + Bachelor’s degree in Electrical, Electronic, or other applicable engineering discipline.

    + Registration as a Professional Engineer, with a preference of being registered in the State of Colorado, Wyoming, Nebraska, or New Mexico.

    Knowledge, Skills, and Ability:

    + Extensive knowledge of engineering principles and practices applicable to electrical utility telecommunications engineering.

    + Extensive knowledge of telecommunications systems as they relate to interconnected electrical system operations.

    + Extensive knowledge of microwave radio technology, multiple address radio systems, inside and outside plant cabling, fiber optic transport equipment, multiplexers, channel banks, digital cross-connect (DACS) equipment, Packet based communications system, Ethernet related networks, Internet Protocol (IP)-based equipment, 2-way mobile radio technology, telephone systems, satellite systems, digital test equipment, and path profile/mobile radio coverage software.

    + Working knowledge of Supervisory Control and Data Acquisition (SCADA) systems, Remote Terminal Units (RTU’s), relay protection systems, and real-time metering.

    + Working knowledge of contract preparation, negotiations and administration.

    + Working knowledge of budget preparation and administration.

    + Excellent oral and written communication skills.

    + Ability to plan, organize and supervise the work of others.

    + Ability to establish and maintain effective working relationships.

    + Ten (10) years of progressive related telecommunications engineering experience including five (5) years in a supervisory, leadership, or project management capacity.Electric utilities experience preferred.

    Other:

    + Willingness to travel as required. (Must possess a valid driver’s license.)
