    STATE PROFILE SUMMARY: Leads one or more of the following areas: OMAT, maintenance, construction, intermodal, planning, utilities, surveying, environmental or traffic. Serves as section manager to professionals providing professional support in one or more of the areas listed.

    JOB RESPONSIBILITIES:

    • Under limited supervision, serves as an assistant to the State Maintenance Engineer with responsibility for all resurfacing budgets, pavement evaluations, programing of resurfacing projects, pavement preservation plans, district trainings, plan review for construction and resurfacing projects, long term plan development for pavement and other assets, presenting at external events to industry and public, travel to relevant national and regional conferences .

    • Coordinates the efforts of General Office and District personnel to ensure compliance with contract requirements, FHWA guidelines and mandates, Departmental policies and procedures, and state law. Additional coordination with Office of Transportation Data, Office of Construction and Materials research, Office of planning to enhance Department objectives.

    • Provides advice to supervisor in matters of pavement network management, resurfacing, standards and specification review .

    • Management of new MMS implementation and enhancements to tailor to Department goals

    • Supervises the work activities of Asset Systems Manager and Maintenance Design Engineer .

    MINIMUM QUALIFICATIONS

    The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications

    STATE ENTRY QUALIFICATIONS:

    Associate degree and managerial or supervisory role:

    OR One (1) year at the lower level Mgr 1, Transport Specialist (TRM030) or position equivalent

    AGENCY SPECIFIC QUALIFICATIONS:

    • Extensive experience developing or reviewing engineering estimates and contracts

    • Previous experience managing transportation related projects

    • Demonstrated experience preparing, justifying and administering a budget for a program or office

    • Strong leadership skills with demonstrated experience inspiring, motivating and guiding others toward goal accomplishment.

    • Possesses strong negotiation skills with the demonstrated ability to work with others to find mutually acceptable solutions; building consensus through give and take

    • Strong problem-solving skills to identify and analyze problems to find alternative solutions to complex problems

    • Demonstrated experience making sound and well-informed decisions.

    AGENCY PREFERRED QUALIFICATIONS:

    • Extensive experience preparing resurfacing, rehab and pavement preservation projects as well as invitations to bid (ITB).

    • Demonstrared experience working with districts to developing pavement projects and long term planing

    • Demostrated experience working with pavement deficiency data looking at network trends

    • Demonstrated

    • Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives;

     

    Setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness

     

    • Demonstrated experience identifying and solving problems and applying innovative solutions to make organizational improvements

    • Demonstrated experience working in a deadline driven environment

Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
