    Description of Job

    The Division of Disease Control and Public Health Response (DCPHR) is the department’s lead surveillance, planning and response arm for public events including communicable disease outbreaks and epidemics, pandemics, bioterrorism, and other public health and mass casualty events and disasters. The division includes the Office of Emergency Preparedness and Response; State Public Health Laboratory; Health Equity Branch, Communicable Disease Branch; Immunization Branch; Public Health Informatics, Reporting, Technology Branch; Refugee Branch; and Operations Branch. The Division exists to ensure that the Department has the ability to effectively prepare for, monitor, detect, diagnose, investigate, and nimbly respond to all types of conditions, events and disasters that impact the public’s health.

    The Unit: The Colorado Immunization Branch (CIB) works to reduce vaccine-

    preventable disease by developing and implementing programs designed to positively influence the uptake of immunizations across the lifespan. CIB utilizes a variety of strategies to promote education, optimize vaccine resources, assure access to vaccines and maintain the Colorado Immunization Information System (CIIS), a confidential, population based, computerized information system that collects and consolidates immunization data for Coloradans of all ages from a variety of sources and provide tools for designing and sustaining effective immunization strategies at the provider and program levels. CIB also operates the Federal Vaccines for Children (VFC) program, the Federal Section 317 program, and all immunization education and outreach activities.

     

    The work unit is the CIIS Program. The purpose of CIIS is to collect and consolidate immunization information from public and private healthcare providers throughout Colorado to provide real-time information for clinical decision making at the ‘point of care’ about which immunization(s) an individual needs at the time of each healthcare visit. In addition, CIIS is used by healthcare providers and public health to identify and notify parents/guardians that their child has not received recommended immunizations. CIIS data is used to calculate immunization coverage rates in the state and in sub-populations for public policy development and to target interventions to improve immunization coverage rates.

     

    About the Position: This position operates independently in performing full range of job duties within management’s program objectives and in accordance with general systems and guidelines. Position provides tailored training to other CIIS staff, and offers training, education and technical assistance through analysis and collaborative problem-solving to healthcare providers including local public health agencies, private providers, community health centers, hospitals and retail immunization providers using the immunization registry. This position develops and designs instructional materials for a training curriculum focused on teaching new and existing providers how to use CIIS. This position also performs general communication activities, immunization promotion and outreach to providers and professional organizations, public and private provider recruitment, enrollment and retention. Position develops the ‘User Impact Document’ and sends out ‘Constant Contacts’ to inform CIIS users of upgrades and functionality every month. This position serves as the backup for the CIIS Training and Outreach Unit, providing critical backup and surge response support to maintain timely customer support for providers and members of the general public.

     

    Development and Delivery of Training for CIIS

     

    + Creates training and instructional design for the CIIS web application.

    + Hosts monthly live webinars on training topics such as, but not limited to, General User, Patient Management, Reminder/Recall, etc.

    + Creates and maintains training materials and processes for computer-based training (CBT) modules, PowerPoints, webinars, report tutorials and user guides, and ensures most current versions are posted on the public facing website and within CIIS.

    + Webinar maintenance: host account approval, setting up training registration, hosting/presenting live webinars, tracking course statistics, and recording trainings.

    + CBT maintenance: storyboard creation and maintenance, building/updating courses in Articulate 360 and Canva, testing/publishing final version to learning management system (uploading, registration, tracking stats, etc.).

    + Trains, clarifies, and serves as a resource to all levels of healthcare providers for appropriately individualized use of CIIS.

    + Position serves as the CIIS CO.Train liaison. This includes providing assistance to CIIS users on using CO.Train to complete CIIS training, and coordinating with the CDPHE CO.Train administrator (e.g., staging CIIS online courses, staying abreast of changes within CO.Train that may impact CIIS users).

    + Position incorporates digital accessibility guidelines into training materials to ensure that they are compliant with Web Content Accessibility Guidelines (WCAG) 2.1 AA.

     

    Outreach, Recruitment and Technical Assistance

     

    + Promotes and demonstrates the usage, value, and public health impact of CIIS to public and private providers as a strategic method to increase timely and appropriate vaccination delivery rates.

    + Provides consulting services and technical assistance to public and private healthcare providers including: analyzing, determining, and documenting individual healthcare provider site immunization clinical and medical data system (including Electronic Health Record systems) workflows.

    + Responds to inquiries regarding CIIS reminder/recall, reports, private inventory management, etc.

    + Communicates relevant state statutes, health information industry standards, and other appropriate resources to providers and stakeholders.

    + Manages CIIS training webpage content serving as a liaison to update resources and training materials on external webpages ensuring compliance with WCAG 2.1 AA requirements.

    + Collaborates with other units in the Branch to assist with pulling MMR data for the eligible providers who participate in the Kindergarten MMR Provider Honor Roll program.

    + Performs outreach to immunizing providers who are a part of the Kindergarten MMR Provider Honor Roll program.

    + Collaborates with the CIIS team and other teams within the Branch to update CIIS training and Colorado Kindergarten MMR Honor Roll webpage content to ensure it is up to date and accurate.

     

    Communications to CIIS Users and Stakeholders

     

    + Develops regular “CIIS Tips and Tricks” training points on system functionality (e.g., how to run an Immunization Rates report or how to add a patient to the system) and posts to the CIIS News Feed section of the registry.

    + Uses the training spreadsheet to organize, classify, and update training materials.

    + Responsible for generating the “User Impact Document” that brings awareness to CIIS upgrades and functionality every month.

     

    Backup Coverage for the CIIS Training and Outreach Unit

     

    + Serves as back up to sending out non-CIIS related communications through “Constant Contact” for the Immunization Branch.

    + Collaborates with the CIIS Help Desk to assist with inquiries such as, but not limited to, with processing immunization record requests, providing technical assistance to CIIS users regarding user interface questions and CIIS user account issues, and answering CIIS Help Desk Webex calls. This position provides critical backup and surge response support to maintain timely customer support for providers and members of the general public.

    + Collaborates with the CIIS School Coordinator to assist with inquires, such as, but not limited to, processing CIIS opt-outs, rescind opts-outs, and vaccine exemptions. This position provides critical support during high volume periods, to ensure timely processing of inquiries and submissions.

    + Collaborates with the CIIS School Coordinator to provide assistance for CDPHE’s Online Immunization Education Module, offering technical support for the build out and ongoing maintenance of the Module while ensuring that it is compliant with WCAG 2.1 AA requirements.

    + Fulfills immunization record requests in accordance with applicable policies and procedures

    An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

    Experience Only:

    Six (6) years of professional experience in designing and implementing training, system user guides, website content, working with immunizations, or other closely related occupational field related to the work assigned to the position.

    Education and Experience:

    A combination of related education in Public Health, Education, Health Sciences or closely-related field and/or years of professional experience in designing and implementing training, system user guides, website content, working with immunizations or other closely related occupational field related to the work assigned to the position equal to Six (6) years.
