    Summary As Deputy Counsel, the incumbent will be a Supervisory General Attorney who serves as the primary assistant to the Counsel to the Inspector General. Location of position: Office of Inspector General (OIG) Office of Counsel to the Inspector General (JC) 1800 F Street NW Washington, D.C. 20405 We are currently filling one vacancy, but additional vacancies may be filled as needed. Responsibilities In addition to serving as an attorney in the Office of Counsel with responsibility for assigned matters, the incumbent directly supervises paralegals and attorneys. The Deputy Counsel also has primary responsibility for the administration of the Office, the OIG Freedom of Information Act Program, and the OIG Ethics Program. Assists the Counsel to the Inspector General to lead the Office of Counsel, manage the workload performed by its staff of attorneys and paralegals, and helps to ensure a successful legal program that supports OIG audits, investigations, inspections, and administration. Supervises the provision of legal services, advice, and assistance to all OIG Program Areas. Oversees the analyses and preparation of OIG responses to requests and appeals under the Freedom of Information Act (FOIA). Supervises the agency response to FOIA litigation. Manages and supervises the OIG Ethics Program. Provides legal training to OIG personnel when requested. Represents the OIG in litigation arising from OIG personnel matters or other matters affecting OIG operations. Serves as agency counsel in False Claims Act cases with the Department of Justice. Advises on internal procurement/fiscal/contracting matters; personnel matters; disclosures; privacy act; ethics; FOIA, and all other legal issues that arise in OIG. Reviews and recommends OIG positions on GSA and OIG policies and proposed changes; proposed legislation and regulations; and draft proposals for the OIG. Performs other duties as assigned. Undergo and pass a background investigation (Tier 5 investigation level). Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position. Serve a one year supervisory or managerial probationary period, if required. Qualifications The GS-15 salary range starts at $169,279 to $197,200 per year(includes locality pay). Locality pay will be determined once the duty location has been established. This position has a positive education requirement: Applicants must submit a copy of their law school transcript(s) by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. To qualify, you must possess all of the following: A Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (at the time of graduation); AND Candidates must be an active member of the Bar in good standing (licensed to practice law) in any State, a Territory of the United States, District of Columbia or Commonwealth of Puerto Rico; AND At least two years of professional legal experience acquired after being admitted to the bar. To qualify at the GS-15 level you must possess at least one of the following: One year of specialized experience equivalent to the GS-14 level or higher in the Federal service. At least one year of this experience must be specialized experience equivalent to the GS-14 level in the Federal service as described below. Specialized Experience: Experience and demonstrated skill in preparing for litigation and knowledge of and experience applying personnel law, the Privacy Act, Freedom of Information Act (FOIA), Federal procurement and appropriations law, and Government ethics rules. OR You must have 5 years of broad, professional legal experience in matters that demonstrate a thorough and wide knowledge of basic principles in the legal profession and (a) outstanding technical competence in the original successful solution of unusual and complex problems or (b) ability in the planning, direction, or coordination of a legal problem.
