This position is eligible for telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This blended HR role offers a unique opportunity to support MNsure’s mission by combining two critical HR functions: classification analysis and full-cycle recruitment. As part of the DHS HR Team supporting MNsure, this position plays a key role in shaping MNsure’s workforce—both by ensuring positions are accurately classified and by attracting the talent needed to deliver essential services to Minnesotans. The Staffing Specialist plays a key role in helping MNsure operate efficiently by maintaining a strong, well-aligned workforce and attracting the skilled professionals needed to serve Minnesotans effectively.
In collaboration with the Classification Team, you will provide professional-level advisory services that ensure MNsure positions are properly structured, aligned, and supported. Key responsibilities include:
+ Conducting job analyses to understand duties, responsibilities, and organizational needs.
+ Supporting classification studies and projects, contributing to systemwide consistency and accuracy.
+ Researching and gathering classification information to support decision-making.
+ Making job audit decisions or recommendations (based on delegated authority).
+ Advising hiring managers and staff on classification standards, job structure, and related HR policies.
In partnership with the Talent Acquisition Team, you will lead full-cycle recruitment efforts that bring top talent into MNsure. Responsibilities include:
+ Partnering with hiring managers to understand business needs and workforce priorities.
+ Developing strategic recruitment plans tailored to each vacancy.
+ Driving proactive talent pipeline development to support current and future hiring needs.
+ Managing day-to-day recruitment activities, from posting to offer.
+ Providing consistent updates and consultation throughout the hiring process.
This position has access to labor relations information as defined in M.S. 13.37; participates in meetings where MNsure and state labor negotiations proposals are discussed and evaluated; provides data and information to labor negotiations as it relates to job allocation and selection issues. The position assists in preparing written proposals for presentation at collective bargaining with other members of the HR office.
Minimum Qualifications
**Human Resources Specialist 1:** Two (2) years Human Resources experience supporting staffing functions within a large organization (1000+ employees) such as creating job postings, reviewing resumes, job analysis and talent acquisition.
OR
**Human Resources Specialist 2:** 3 year’s professional Human Resources experience within a large organization with at least two of the following: job analysis, compensation analysis, classification job audits, and full cycle recruiting.
All applicants must also demonstrate:
+ Demonstrated research and analytical skills.
+ Skill in writing formal reports, research papers, or memorandums.
+ Relationship building skills sufficient to build strong, collaborative working partnerships with agency managers and supervisors and be regarded as a trusted advisor and consultant.
+ Critical thinking and strategic planning skills sufficient to analyze and evaluate complex information, research and evaluate alternatives, independently make sound decisions, resolve conflicts and provide guidance on a variety of HR issues.
+ Communication skills sufficient to explain sensitive, controversial decisions to employees and management in a clear and concise manner.
Preferred Qualifications
+ Experience with a job evaluation system such as the Hay method.
+ Experience interpreting current employment laws, regulations, and policies related to classification, recruitment, selection, hiring, promotion, and/or retention of employees.
+ Experience conducting public sector job analysis/classification.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
