The Minnesota Department of Health is seeking a Source Water Protection Planning Program Supervisor to provide leadership and statewide oversight of wellhead and source water protection planning efforts. This position directs staff and program activities, ensures consistent application of policies, advances initiatives that protect drinking water sources, and coordinates with internal teams, local governments, and state and federal partners. The supervisor guides program development, oversees plan review processes, leads communication and outreach strategies, and contributes to statewide policy and planning initiatives.
Primary Responsibilities:
+ Lead and supervise planning staff, including performance management, training, workload coordination, and daily operational oversight.
+ Direct source water protection planning activities, ensuring consistent statewide plan development, review, and implementation aligned with program standards and regulatory requirements.
+ Advance program development, including updating policies, developing guidance, and leading continuous improvement initiatives.
+ Coordinate with state, federal, and local partners to integrate source water protection priorities into broader water and natural resource management efforts.
+ Guide outreach, education, and communication efforts to support public water systems and promote understanding of source water protection.
+ Participate in statewide policy and planning initiatives, contributing to issue analysis, legislative proposals, and department planning processes.
_This position is currently eligible for up to 50% hybrid telework for applicants residing in Minnesota or a bordering state within 50 miles of the work location. Work locations will be determined by the top candidate and will be based out of one of the following MDH district office locations: St. Paul, St. Cloud, Duluth, Rochester, Marshall, Bemidji, or Fergus Falls._
Minimum Qualifications
+ Four years of experience developing, reviewing, or managing environmental or water resource plans, including experience coordinating with government agencies or community partners.
AND
Demonstrated leadership experience such as:
+ Coaching, mentoring, and/or developing staff while building relationships.
+ Experience leading a new initiative that includes integration with numerous partners.
+ Demonstrated planning skills sufficient to plan and organize large projects, prioritize, and make recommendations or decisions on the direction of a project.
_A Bachelor’s degree in environmental health, public health, or microbiology, or a closely related field may substitute for one year of experience; a Master’s degree in these fields may substitute for 18 months of experience; and a Doctorate degree in these fields may substitute for two years of experience._
_Additional Minimum qualifications to be assessed during the interview:_
+ Demonstrated understanding of water resource management, wellhead protection, and environmental planning principles, including the ability to interpret and apply regulations and best practices.
+ Ability to analyze complex information, identify issues, and make informed, practical decisions that advance program objectives.
+ Skill in conveying technical information clearly to diverse audiences, facilitating meetings or workshops, and effectively engaging with internal teams and external stakeholders.
Preferred Qualifications
+ Experience with source water or wellhead protection planning, including interpreting or applying state and federal drinking water regulations.
+ Knowledge of land-use planning, zoning practices, and natural resource management, especially related to groundwater and drinking water protection.
+ Experience developing or implementing program policies, guidance, or standard operating procedures to support environmental or planning initiatives.
+ Experience collaborating with local, state, or federal agencies, community stakeholders, or technical advisory groups on environmental or planning initiatives.
+ Strong written and verbal communication skills, including preparing reports, giving presentations, or developing outreach materials.
+ Familiarity with agricultural land use practices and conservation programs that impact water quality and source water protection.
