    Job Summary

    The Maintenance Manager reports directly to the Plant Manager. The individual manages (directly and indirectly) a Maintenance Department of approximately 20 Arkema employees and approximately 60 embedded contract employees. The Arkema employees include a Maintenance Administrative Assistant, Maintenance Superintendent, IE&A Manager, Maintenance Specialist, Maintenance Coordinator (2), Maintenance Planner (2), Scheduler, Senior Machinist, Machinist, Instrument & Electrical Technician (3), Analyzer Technician (2), Electrical Technician Lead, Instrumentation Technician Lead, Analyzer Technician Lead, Reliability Refrigeration Lead, and an Invoice Specialist/ Marshaller.

     

    Provides overall strategic direction for the Maintenance Department for the Clear Lake facility. Drives the equipment reliability through the Arkema Maintenance Operational Excellence program. Ensures all work is completed within Arkema Safety policies. Responsible for controlling multi-million-dollar yearly RPE and warehouse inventory budget. Work’s together with Good and Service Purchasing (GASP) to (1) select contractors (2) award contracts and (3) assure all contractors work is (A) performed in compliance with applicable codes, standards and procedures and (B) completed in a timely manner and within budget. Coordinate contractor maintenance activities with production and maintenance to ensure as little disruption as possible. Responsible for complying with all AIMS HESQ policies & practices. This includes compliance with all legal and regulatory requirements. For example, OSHA, EPA, TCEQ, etc. SMART (Arkema OPEX) champion for maintenance.

     

    This role is part of the Site Leadership Team.

    ESSENTIAL DUTIES & RESPONSIBILITIES

    Maintenance Process 50%

     

    + Responsible for providing safety leadership, management, and maintenance safety performance. This includes setting safety expectations and goals, developing safety programs and practices, monitoring safety program compliance, providing safety training, design and construction safety, pre-job safety analysis and process safety management, and performing safety audits and inspections for both Arkema and Nested contractors.

    + This position is also responsible for continuous improvement initiatives in safety performance, equipment uptime, and cost management.

    + Develop and Implement world class maintenance work processes to improve maintenance efficiencies, improve productivity and reduce maintenance costs (Arkema Maintenance Operational Excellence Process).

    + Develop and maintain departmental procedures and guidelines. Provides direction, oversight, coaching and assistance to maintenance organization on an on-going basis.

    + Develop contractor management plan and monitor contractor performance. Develop and share both Arkema and Contractor Maintenance Performance Measurements (KPI’s) with Maintenance organization and site leadership team to track improvement progress.

    + Responsible for providing oversite, leadership, direction and management of the Maintenance activities in the plant. This includes developing maintenance strategies, annual plans, setting goals, expectations and priorities, reviewing and establishing the organizational structure.

    + best work practices and ensure consistent implementation at all sites.

    + Seeks creative and innovative ways to reduce maintenance costs, improve productivity, and other value-added items to maximize overall maintenance performance.

     

    Maintenance Control 20%

     

    + Responsible for establishing maintenance cost control systems for department cost management with direct responsibilities of $17MM budget.

    + Monitors cost performance and resources, adjusting priorities and forecasting maintenance needs. Provides continuous feedback to the site manager and team members

    + Support maintenance with yearly budget preparations and budget compliance throughout the year. Support enhancements to improve cost plans and forecasts.

    + Track Maintenance Performance Measurements (KPI’s) with maintenance organization and site leadership team to track improvement progress.

    + Perform maintenance benchmark and wrench time assessments to identify gaps and gap closure ideas to reduce cost and improve productivity.

    + Analyze data and identify actionable items. Develop improvement plans, prepare presentations, and share information with maintenance organization and site leadership team. Implement recommendations and validate by performing regular audits.

     

    Personnel Development and Leadership 30%.

     

    + Develop training master plan to provide adequate training at all levels within the maintenance organization. This plan needs to include both technical and personal development training.

    + Work with site manager to develop succession plan for the Maintenance Organization and identify training needs for each person. Develop and implement forward thinking strategies for enhancement of craft workforce quality and availability.

    + Manages and provides direction to the Maintenance groups.

    + Manages safety performance and activities of nested and non-nested contractors.

    + Works with purchasing department to devise contracts and service agreements.

    + Participates in the planning and leads all craft related shutdown work.

    + Select, train and oversees a work force that is motivated, flexible in skills, cross-trained and technically astute ensuring an effective and motivated team

    + Counsel on performance as appropriate

    + Identify skills development and training needs to maintain highly competent employees.

    + Active member in plant leadership team driving safety, operational, and cost excellence.

    + Create and execute yearly plant goals to meet or exceed business unit needs.

    + Assist with the roll-out of all corporate programs to ensure continuity and alignment between the site and maintenance department.

    + Take a leadership role in the Arkema Integrated Management System (AIMS)

    + Take a leadership role in the SMART (Arkema Operational Excellence Program)

    + Create a positive and proactive teamwork culture. Promote good communication and interaction among all the departments

     

    MINIMUM QUALIFICATIONS and EDUCATION REQUIRED

     

    Min Years of Experience

     

    + Minimum 15 years’ of relevant experience in petrochemical manufacturing environment.

    + Minimum 7 years’ direct experience in leading and managing people/teams.

    + Minimum 5 year’s experience in budget management including Capital projects, Reliability, Budget development, TARs (budget/ schedule compliance), MI Compliance

    + Resourceful in helping achieve KPI targets

    + Thorough understanding of plant engineering, industrial engineering, and tooling.

    + Proficient in SAP PM as well as Microsoft Office suite

    + Demonstrated success in building and managing strong teams/organizations.

    + Ability to shift priorities and meet deadlines while showing tolerance to stress.

    + Solid judgment and problem analysis skills are required.

    + Ability to understand and troubleshoot chemical processes.

    + Highly motivated team player able to work at a fast-paced environment

    + Coaching, mentoring, training engineering staff

    + HSEQ responsibilities include but are not restricted to the following:

    + Responsible for following all AIMS HESQ policies & practices (ISO 9001, 14001, 45001, and 50001)
