    Primary Purpose

    PRIMARY PURPOSE OF POSITION

    The Journey Line Mechanic performs all of the tasks associated with the Apprentice Line Mechanic Primary classification and also directs the work of a single crew in the performance of the various tasks associated with the construction and maintenance of the overhead and URD systems where exposure to energized equipment is limited to a maximum of 600 volts. Directs the work of a single crew in the performance of various tasks associated with the maintenance of overhead services and the overhead / URD streetlight systems. This job is subject to the Overhead Progression Program which contains requirements to pass progression testing and up or out provisions.

    Primary Duties

    PRIMARY DUTIES AND ACCOUNTABILITIES

    + Leads single company crew to perform overhead and URD construction and maintenance work up to 600 V energized, to include setting, removing and bracing poles. Ensuring productivity, quality control, safety and proper conduct of all assigned personnel as well as all associated administrative activities.

    + Coordinates company installation and maintenance work with that of other public utility companies and builders at the job site.

    + Determines construction sequence, manner and methods to be followed by reading blueprints, construction drawings, feeder maps, company and manufacturers drawings, schematics and specifications. Prepares sketches to show field changes made to construction or blueprint drawing.

    + Delivers construction prints to builders, advising them of their responsibility to coordinate their work between PEPCO and their contractors. Inspect job site to make sure it is ready.

    + Under the direction of a higher classified, qualified employee works on energized circuits up to and including 13 kV. Performs work on 3 3 kV to 500 kV circuits under the direction of a lead employee.

    + Under the direction of a higher classified, qualified employee performs switching, phasing and grounding of high voltage circuits in accordance with company LOTO procedure, specifications, standards, and OSHA rules and regulations.

    + Under the direction of a crew leader, performs switching in transclosures, oil switches, air switches, modules, tap holes, cable poles, padmount and subsurface transformers, pole mounted single phase or gang switches, reclosers, motor operated disconnects or other distribution line equipment, consulting feeder diagrams.

    + Under the direction of a higher classified, qualified employee; investigates service failures or other trouble on Overhead and URD systems to maintain and repair service due to failure, storms or other emergency situations. Diagnoses trouble and tests equipment as necessary to locate primary cable and secondary faults, including able identification when necessary. Cuts defective devices out of line, installs jumpers, replaces fuses and conductors or does related work to restore circuits and feeders, operating switching devices as necessary. Performs temporary emergency repairs to loaded or single-phase cable as required. Replaces burned down or broken circuits, including wire of all types and voltages. Replaces all types of overhead system cables, transformers, regulators, reclosers, fuse cutouts, capacitors, switches and similar equipment. Sets, moves, removes or breaks poles.

    + For overhead and URD service customers, investigates customer complaints, diagnoses trouble, and operate test equipment as necessary to locate secondary cable faults and notifies customers when there is a possibility of a faulty appliance. Advises customer when fault is in house wiring. May run temporary supply of secondary or service cable for emergency restoration of service. Connects, recontacts, disconnects, services including pole line secondaries. Restores service by making temporary repairs to customer equipment where necessary.

    + For overhead service and URD construction work, acts as company representative/ field ambassador as required to provide satisfactory answers to customer's questions as pertains to installations and repairs. When customers indicate damages; determines responsibility, avoids arguments with customer and takes appropriate action. Effects necessary repairs and places in motion the possible remedy of the problem to satisfy the customer in an effort to maintain good public relations.

    + Under the direction of a higher classified, qualified employee, performs replacement of a variety of fuses: string, sand, carbon tetrachloride, current-limiting, Bay-O-Net and low voltage fuses of all types on the overhead and URD system.

    + As directed by a higher classified, qualified employee, conducts transmission and distribution feeder patrols to determine cause of circuit interruptions or conditions that might result in future trouble for system reliability. Prepares diagrams, sketches and makes written report for replacement, relocation and rearrangement of conductors and equipment.

    + As directed by a higher classified, qualified employee, installs capacitors, regulators, circuit reclosers, motor operated disconnects and telecommunications equipment.

    + For construction and maintenance of overhead transmission and distribution circuits, installs and splices wire and cable of all types and voltages not requiring lead wiping, including guying and placing sag in wire under the direction of a Lead employee.

    + As directed by a higher classified, qualified employee, for construction and maintenance of URD circuits, performs splicing and terminal connections in open trenches, duct lines or cables poles which may involve making joints or terminations using braid and various types of tape according to specifications or using pre-molded materials to construct indoor terminations, pothheads and elbow terminations.

    + As directed by a higher classified, qualified employee, performs installation and maintenance of fuses, switches, padmount and subsurface transformers; also primary, secondary and service cables in duct lines or open trenches.

    + Trains and instructs lower classified employees in the performance of various jobs in accordance with the Overhead Progression Program Guidelines and the individual's level of skill and ability in both classroom and field environments. Provides feedback to the supervisor on the skill level performance of the lower classified employees assigned.

    + Participates in the Overhead Progression Program and pursues training and qualifications for advancement to the next higher classification in accordance with Overhead Progression Program guidelines and individual level of skill.

    + Uses and interprets readings from test instruments and devices such as cable path and fault locating equipment, ammeter, rotator, voltmeter, high-voltage phasing tools, and ohmmeter.

    + Performs work by climbing poles, using aerial lifts, working in trenches, on ladders, platforms, towers, or other such methods.

    + Uses a wide variety of highly specialized tools and equipment such as hot sticks, hydraulic compression tools, hydraulic saw, impact drill or tension pulling machine.

    + Directs and performs the operation of motor vehicles, winches, aerial lifts, augers, pole setting equipment, hydraulic tools, backhoe, trencher and backyard machine.

    + Directs and performs containment, clean up and transportation of hazardous materials as required.

    + Fills in a wide variety of forms and reports such as timesheets, credit sheets, daily work reports of construction, feeder changes, grade sheets, streetlights installed or removed, extra footage forms, vehicle reports, complaint sheet, damage and final inspection reports.

    + Studies issued technical manuals, and pertinent materials to be informed of new developments, techniques and construction methods.

    + Under the direction of an exempt employee or crew leader, performs all required assigned tasks unless they are considered unsafe, against company policy or against the law.

    + Checks personal and vehicle safety equipment and operation of the vehicle before leaving the yard.

    + Operate company radios, electronic devices, and phones according to company and FCC rules.

    + Operates necessary excavation equipment to dig around energized equipment to install/maintain the URD system.

    + Performs meter sets for 'plug in' type meters when required.

    Minimum Qualifications

    MINIMUM QUALIFICATIONS

    + Demonstrated ability and experience as an Apprentice Line Mechanic Primary.

    + Possess a working knowledge of all related Transmission and Distribution System Specifications, work procedures, operating and maintenance practices, safety requirements etc.

    + Ability to perform competently as directed in all phases of Overhead I URD Lines work. Ability to read and interpret construction drawings, schematic drawings, equipment diagrams, feeder maps, plats, etc.

    + Possess a thorough working knowledge of applicable company safety regulations and general first-aid methods.

    + Ability to communicate both verbally and in written form and convey information of a complex nature.

    + Possess the following licenses: - Valid Class A restricted Commercial Driver's License - Class 7-D operating engineers license (DC) - Flagger Certification (MDOT)

    + Ability to write, speak, read, comprehend and communicate clearly and accurately in the English language.

    + Ability to utilize information technology.

    + Must be willing and able to work overtime on a regular basis and must be available for callout overtime, consistent with the Labor Agreement.
