Position Summary

We are seeking a hybrid Technical Project Manager / Business Systems Analyst to lead initiatives focused on End User Computing (EUC) Governance within a highly regulated enterprise environment. This role combines project delivery expertise with business and technical analysis skills to ensure compliance with architectural standards and governance frameworks. The ideal candidate will have experience in financial services or similarly regulated industries and will partner with Architecture, Risk, and Governance teams to implement robust EUC controls.

Key Responsibilities

+ Drive EUC governance projects from initiation through delivery, ensuring alignment with enterprise architecture and compliance standards.

+ Collaborate with Architecture and Governance teams to validate adherence to frameworks (TOGAF, Zachman) and regulatory requirements.

+ Perform business analysis: gather requirements, document processes, and conduct impact assessments for EUC solutions.

+ Develop and maintain governance documentation, control checklists, and reporting dashboards.

+ Manage stakeholder expectations across technology, risk, and business units.

+ Identify risks and implement mitigation strategies for EUC environments.

Required Qualifications

+ Bachelor’s degree in Computer Science, Information Technology, or related field.

+ 5+ years in IT Project Management with exposure to business analysis responsibilities.

+ Experience in financial services or other highly regulated industries (healthcare, insurance, etc.).

+ Strong understanding of SDLC, infrastructure, and governance principles.

+ Familiarity with EUC risk management and citizen development environments.

+ Excellent communication and stakeholder management skills.

+ Proficiency in project management tools (Jira, MS Project) and collaboration platforms.

Desired Qualifications

+ PMP or PRINCE2 certification.

+ Knowledge of architectural frameworks (TOGAF, Zachman).

+ Experience with Agile, Waterfall, and hybrid methodologies.

+ Exposure to DevOps practices and enterprise governance tools.

Role Nature:

+ This is not a pure Technical Project Manager role. It’s a hybrid TPM + Business Systems Analyst position.

+ The candidate will manage projects but also work closely with Architecture and Governance teams to ensure End User Computing (EUC) governance is implemented correctly.

+ They need to understand business processes, technical architecture, and risk/compliance controls.

2. Ensure EUC solutions (spreadsheets, Access DBs, macros, scripts) meet governance standards.

4. Partner with Risk and Audit teams for regulatory compliance.

6. Project Management: Drive initiatives, manage timelines, stakeholders, and deliverables.

7. Business Analysis: Gather requirements, perform impact analysis, document processes, and validate controls.

8. Industry Experience:

9. Financial Services strongly preferred (due to regulatory rigor).

10. Healthcare or other highly regulated environments acceptable.

11. Technical Understanding:

12. Familiarity with SDLC, infrastructure, and governance frameworks.

13. Knowledge of EUC risk management and citizen development environments.
