THE POSITION
The State of Connecticut (https://portal.ct.gov/) , Department of Mental Health and Addiction Services ( DMHAS (https://portal.ct.gov/DMHAS/About-DMHAS/Agency/About-DMHAS) ) is now hiring for a Lead Stationary Engineer (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=7550FM&R1=&R3=) to join their team!
This position will monitor the safe operation of steam plant and electrical distribution for the campus on the third shift. This position will also maintain heat and hot water to patients and staff, and ensure safe operation of boilers and the electrical distribution system.

ABOUT US
DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.
CVH opened in 1868 as the State’s public hospital for the treatment of persons with mental illness. Today, CVH is the largest of DMHAS facilities, and includes 17 inpatient units over two campuses (Middletown and Hartford). The hospital includes both a general psychiatry and addiction services units. CVH provides comprehensive inpatient and outpatient psychiatric care and substance abuse treatment, including treatment for pregnant women and persons with dual diagnoses. Specialty areas include geriatric and special services, an integrated network of comprehensive mental health services for older adults and young adult services. The facility also runs the Traumatic Brain Injury (TBI) program which addresses the needs of TBI survivors, including reintegration into community living, independent living skills development, vocational and educational training, psychiatric, cognitive and neurological assessment and treatment, speech and physical rehabilitation as well as individual and family counseling.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for acting as a working supervisor for Stationary Engineers engaged in the operation, maintenance and repair of high pressure steam heating and power plants and auxiliary utilities in a moderate sized state institution or for acting as chief assistant or technician to a Supervising Stationary Engineer in a large state institution.
EXAMPLES OF DUTIES
+ Plans plant workflow and determines priorities;
+ Schedules, assigns, oversees, and reviews work involved in the operation, maintenance and repair of heating, generating, hot water and refrigeration equipment and possibly such related or allied equipment as used in electrical distribution, laundry, fire fighting, and sewage disposal for the purpose of ensuring continuous operation;
+ Establishes and maintains plant procedures;
+ Provides staff training and assistance;
+ Conducts or assists in conducting performance evaluations;
+ Acts as liaison with operating units, agencies, and outside officials regarding unit policies and procedures;
+ Adds water treatment chemicals to boilers;
+ Performs minor tests for fuel specific gravity and gas leaks;
+ May make recommendations on policies or standards;
+ May prepare reports and correspondence;
+ May prepare budgets and make recommendations as to equipment purchases or contractual repairs;
+ May act as the Supervising Stationary Engineer in their absence;
+ May inspect and repair steam traps fed by main system at various locations;
+ May remove pipe insulation materials associated with the repair of pipes and fittings using OSHA approved methods;
+ Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of and ability to operate, maintain, inspect and make running repairs to boiler and engine room, generating and related mechanical equipment;
+ Knowledge of and ability to maintain building utility equipment including power, light, water, steam and plumbing lines;
+ Skills
+ interpersonal skills;
+ oral and written communication skills;
+ Ability to utilize computer software;
+ Supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Four (4) years of experience in the operation, maintenance and repair of steam heating and generating equipment.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have included the independent performance of the full range of tasks involved in the operation, maintenance and repair of steam heating and generating equipment.
NOTE: For state employees this experience is interpreted at the level of a Stationary Engineer.
SPECIAL REQUIREMENTS
Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
PHYSICAL REQUIREMENTS
+ Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
+ A physical examination may be required.
WORKING CONDITIONS
+ Incumbents in this class may be exposed to significant levels of noise, dust, heat and risk of injury from equipment.
+ The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
