HIGHLIGHTS
This is a full time (40 hours per week) position conveniently located in Hartford, CT, easily accessible to all major highways.

YOUR ROLE
In this position you will work in the Office of Responsible Growth Unit, focused on housing, land use, intergovernmental policy, and community development. This is an exciting opportunity to work with a comprehensive planning team that recommends policy priorities and advises as well as assists leadership in both the Executive and Legislative branches of government in developing plans, policies, programs, and legislation to promote sustainable land use.
ABOUT US
At OPM we report directly to the Governor and provide information and analysis that the Governor uses to formulate public policy for the state. We also assist state agencies and municipalities in implementing the law and public policy on behalf of the people of Connecticut. We prepare the Governor’s budget proposals; implement and monitor the execution of the enacted budget; and oversee the executive branch agencies that report to the Governor.
The Intergovernmental Policy and Planning Division's Office of Responsible Growth coordinates state planning efforts around land and water resources and infrastructure improvements. The ORG works to support the creation of livable, diverse, and economically strong communities while protecting our natural, economic, social, and cultural resources for the benefit of current and future generations.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for acting as a working supervisor for Planning Analysts engaged in planning, monitoring and evaluating programs.
DEPARTMENTS OF CHILDREN AND FAMILIES, DEVELOPMENTAL SERVICES: This class may be used as a network planner accountable for programs and plans within a specific geographical region.
DEPARTMENT OF PUBLIC HEALTH, OFFICE OF POLICY AND MANAGEMENT: This class may be used as the primary planner accountable for a large statewide planning effort coordinating work activities of state, regional or municipal agencies and resolving interagency policy issues.
EXAMPLES OF DUTIES
+ Work closely with the Policy Development Director and Undersecretary to evaluate current administrative policies and procedures to introduce efficiencies and enhancements;
+ Coordinate and supervise planning analysts, as assigned;
+ Lead the administration of agency housing growth planning, policies and procedures, including the development and implementation of state, regional and local housing goals, planning and zoning guidelines, municipal and state data reporting and analyses, and grant programs;
+ Collaborate on reviewing Neighborhood Revitalization Zone (NRZ) plans, coordinating state agency activities in support of NRZ plans and supporting the NRZ Advisory Council;
+ Collaborate on the development, adoption and implementation of the State’s Conservation and Development Policies Plan (C&D Plan), including ongoing policy and procedure initiatives, and performing statutorily mandated reviews of other statewide plans, State Bond Commission projects, and interagency reviews of potential grant projects;
+ Develop statewide policies and provide advisory reports, as required;
+ Provide technical and administrative assistance to staff, state agencies, and state and local government officials related to housing, neighborhood planning and community development;
+ Manage and administer grant programs, as assigned;
+ Represent OPM on various advisory boards, committees and workgroups, as assigned; and,
+ Serve as OPM liaison to various state agencies, councils of government and municipalities.
KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in planning including developing written long term plans broad in scope and having impact on a number of operations.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in planning at the level of a Planning Analyst.
NOTE: Planning is defined as collecting and analyzing technical data (social, environmental, economic, governmental), determining problems and concerns and developing long term plans accordingly. These are formal, written plans, i.e. statements of goals and objectives, recommended alternatives for action and policies and programs to achieve the goals and objectives. Generally, these plans will impact statewide activities or a large scale corporation which has branch or satellite facilities. Candidates must perform these types of planning duties the majority of time and the planning function must be the major thrust of the job.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in planning, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience conducting local, state and/or federal housing needs assessments;
+ Experience with local, state, and/or federal housing plans, programs, resources, policies and regulations;
+ Experience with state, regional and/or local comprehensive planning, and community development programs;
+ Experience with research, including the ability to analyze and discern trends and communicate complex information in simplified terms;
+ Experience engaging stakeholders in problem solving and developing solutions through consensus building;
+ Experience managing multiple and varied assignments, and work in a collaborative environment;
+ Experience establishing, maintaining and building productive working relationships with government officials (federal, state, regional and local), community groups and the public;
+ Experience monitoring and/or participating in the State of Connecticut legislative process; and
+ Experience administering grant programs and/or fiscal management.
