Description
PCSI is hiring a Senior Advisor for the Cost and Pricing department. The Senior Advisor will lead complex government proposals by designing compliant pricing models, developing competitive price-to-win strategies, and ensuring adherence to FAR/DFARS regulations. This role is highly collaborative across departments, driving process improvement in pricing practices and providing technical guidance to the Cost and Pricing team.

What You'll Do as Senior Advisor, Cost and Pricing:
+ Advise the Director of Government Pricing and other cost & pricing team members on price proposals, best practices, industry standards, and related matters.
+ Act as a mentor to all members of the cost and pricing staff, specifically on larger, complex proposals.
+ Suggest new business procedures, evaluate resource requirements and stimulate implementation or maintenance of PCSI’s overall estimating system in accordance with DFARS 252.215-7002 Cost Estimating System Requirements.
+ Suggest and design compliant price models and effective pricing strategies for proposals by collaborating with internal and external parties.
+ In collaboration with estimators and program cost analysts, develops price-to-win proposals, and provides input for competitive opportunities within the proposal.
+ Ensure compliance with applicable Governmental regulations, including FAR, DFARS, and other requirements, as applicable.
+ Identify areas of continuous improvement for pricing strategies and models, using creative and strategic thinking, customer insights, and market trends to develop, manage and institutionalize competitive pricing and cost models for reusability and scalability.
+ Maintain consistent positive customer relations through written, verbal, and personal communications.
+ Perform quality assurance reviews to ensure that cost/price volume components are accurate and responsive to solicitation requirements.
+ Interface with operations, business development and other functional departments to obtain data necessary for developing prices or other components of a cost/price volume.
+ Plan and participate in training Program Cost Analysts in practices and negotiation techniques.
+ Lead multiple, simultaneous proposals of all contract types and dollar thresholds with an emphasis on large and complex opportunities over one million Dollars.
+ Provide technical guidance to other Program Cost Analysts.

What You'll Need:
+ Bachelor’s degree in Accounting or Business required.
+ Minimum fifteen (15) years of experience developing Government price proposals required.
+ Minimum twenty (20) years of experience in cost accounting or cost estimating preferred.
+ Minimum five (5) years of experience working within the AbilityOne Program.
Knowledge, Skills and Abilities:
+ Demonstrated, advanced knowledge and operation of Excel.
+ Demonstrated, advanced knowledge of Government regulations (FAR, DFARS, etc.).
+ Demonstrated knowledge of AbilityOne Pricing Memos (51.600 series).
+ Basic understanding of the Code of Federal Regulations (CFR), the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS).
+ Ability to explain complex proposals and pricing concepts to internal leadership and external customers.
+ Detail oriented with high level of accuracy and organizational skill.
+ Excellent analytical and problem-solving skills.
+ Ability to follow directions, understands work rules and procedures, and accepts constructive criticism.
+ Ability to work independently with minimal supervision.
+ Ability to effectively work with all levels within PCSI.
+ Ability to prepare, maintain and control a variety of office records, documents, and confidential files with a high degree of accuracy, timeliness, and proficiency.
Other Requirements:
+ Ability to pass criminal, drug, financial, and driving screening.
+ May need to have the ability to legally drive a company vehicle.
+ Ability to gain approval for physical access to secure military base work locations. Restrictions vary from site to site.
+ Constantly operates a computer and other office productivity machinery, such as calculator, phone, fax, copier, etc. and a personal computer.
+ Ability to exchange accurate information in person and over the phone.
+ Travel up to 25%.
