Project: Hetch Hetchy Renewal and Replacement Program
Under the direction of the Renewal & Replacement (R&R) Manager, the 5602 position will serve as the Job Manager over multiple Hetch Hetchy Water and Power (HHWP) R&R projects that were approved in the HHWP 10-year Capital Improvement Plan (CIP). Following established project management policies and procedures, the 5602 Renewal & Replacement Jobs Specialist will plan, develop, construct, and commission multidisciplinary capital improvement projects within the HHWP Division.
Essential Functions:
+ Facilitate the job scope development, prepare business justifications supporting the fiscal appropriations, prepare Construction Management Plans, initiate, and manage professional service and construction task orders, prepare weekly and monthly job status reports, oversee construction and commissioning quality assurance, and thoroughly document completed projects through closeout processes.
+ Develops, maintains, and forecasts monthly and multi-year job cost plans based on the job work breakdown structure.
+ Develops, maintains, and forecasts Critical Path Method (CPM) schedules based on the job work breakdown structure.
+ Develops Job Order Contract task orders using existing construction contracts.
+ Coordinates water conveyance and power outage needs with Hetch Hetchy managers.
+ Identifies operational constraints and develops, evaluates, or recommends policies and procedures to improve operations, mitigate risks, and decrease costs.
+ Writes a variety of documents including reports; work plans; general correspondence; project and job descriptions; operating procedures and policy recommendations; meeting minutes; documentation of forecast methodologies and model assumptions; reports that explain schedule and cost variances and trends, provide cost effective recommendations to mitigate adverse variances and to support negotiation of change order costs with contractors; and other types of written documents as needed to support the diverse work activities assigned to this class.
+ Class 5602 Utility Specialist performs other related duties as required.
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
Education: Possession of a baccalaureate degree from an accredited college or university preferably with major coursework in Law, Engineering, Environmental Studies, Natural Resources, Computer Science, Business Administration, Mathematics, Statistics, Economics, or other field related to the utility business;
AND,
Experience: Four (4) years of verifiable journey-level work experience in one or more of the following areas: planning, scheduling, cost estimating and resource projecting for mid to large scale projects; water supply/infrastructure management and planning; power operations planning and scheduling; analysis, interpretation and application of utility contracts and regulations in either water, power (electric and/or natural gas), telecommunications, or a wastewater/clean water program; utility market and environmental analysis and planning; power supply and transmission rates and contracts; generation, transmission or distribution planning and design; or long-term utility systems planning.
Substitution: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis.

+ Working knowledge of mission critical facilities
+ Working knowledge of Project Management fundamentals
+ Ability to exercise judgment, decisiveness, and creativity in designing, planning, troubleshooting and integration of a variety of industrial communications systems.
+ Ability to effectively communicate, coordinate and schedule the execution of project tasks.
+ Ability to establish good working relationships with coworkers and project stakeholders.
