    MTA Bridges and Tunnels operates the largest bridge and tunnel network in New York City, managing nine crossings that include seven bridges and two tunnels. In addition, MTA Bridges and Tunnels (B&T) oversees the Congestion Relief Zone, working to ensure safe, efficient travel and a more sustainable urban environment.     Telework:

    Job Summary:

    The Assistant Vice President of Operations Planning supports the alignment of B&T operations with MTA strategic priorities by managing policy governance, technology planning, compliance activities, and cross-agency coordination. Reporting to the Vice President level, this role focuses on execution, integration, and operational readiness to promote consistency, regulatory compliance, and modernization across B&T and the Central Business District Tolling Program (CBDTP).

     

    This position oversees day-to-day operational planning, supports the optimization of policies, systems, and processes, and coordinates facility strategy and agency-wide initiatives. The AVP collaborates with MTA IT, Corporate Compliance, Audit, Construction & Development, and shared services to advance organizational performance, ensure compliance, and support long-term operational objectives.

    Key Responsibilities

    + Policies & Procedures: Manage and coordinate the development, maintenance, communication, and review of B&T policies and procedures; ensure alignment with Corporate MTA standards and operational needs.

    + Technology & Systems Coordination: Serve as a key liaison with MTA IT and B&T divisions to coordinate software infrastructure initiatives, technology documentation, system enhancements, and automation efforts in support of long-term technology strategies.

    + Governance & Compliance: Coordinate policy compliance, quality assurance activities, and B&T ’s operational input into MTA-wide governance and compliance initiatives.

    + Audit & Investigations: Coordinate internal and external audits and investigations, track corrective action plans, and serve as liaison with MTA Headquarters Audit and Corporate Compliance teams.

    + Staff Supervision: Supervise a small team supporting performance and compliance functions; provide guidance, mentoring, and performance management.

    + Agency-wide Initiatives: Coordinate B&T -wide initiatives, support facility strategy planning, and collaborate with Construction & Development and MTA shared services.

    + Perform other duties as assigned

    + Comply with all policies and standards

    + May be required to work outside regular work hours, as applicable

    + Observe the work performed by contractors, as applicable

    + Review invoices and approve them if the work has contractual standards, as applicable

    + Address performance issues with the contractor, when possible, as applicable

    + Escalate issues to other parties when needed, as applicable

    Qualifications :

    Bachelor’s Public Administration, Public Policy, Political Science, Business Management, Business Administration, Management, Finance, Transportation, Urban Planning, Information Systems, or a related field.

     

    Must have a minimum of fourteen (1 4 ) years related experience in transportation, policy management, infrastructure management, corporate strategy, finance, asset management, or a related field.

     

    An equivalent combination of education and experience may be considered.

     

    Minimum ten (10) years’ experience in management or supervisory role in a large, multi-faceted organization.

     

    Significant experience in program management for large government agencies or businesses with highly complex systems.

     

    Experience collaborating with governmental agencies, boards, and public stakeholders is critical.

     

    Proficient in Microsoft Office Suite and document management software.

     

    Valid driver's license in the State of New York.

     

    Knowledge of governance, risk management, and compliance (GRC) principles.

     

    Excellent communication and interpersonal skills.

     

    Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.

     

    Demonstrated ability to effectively work in a high-profile, high-pressure environment.

     

    Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

     

    Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

     

    Must possess excellent team building, listening, problem solving, and prioritization skills.

     

    Ability to respond to any authority location on a 24/7 basis when required.

     

    Preferred

     

    Master’s degree preferred or strongly desired, especially in Business Administration (MBA), Public Policy, or a technical field relevant to operations or information systems.

     

    Experience with infrastructure systems (e.g., bridges, tunnels, transit, tolling).

     

    Strong understanding of policy management, technology infrastructure, and space optimization

     

    Knowledge of audit, compliance, and regulatory requirements for government agencies or public authorities.

     

    Knowledge of transportation policy, tolling systems, sustainability initiatives, and infrastructure investment strategies.

     

    Experience working with shared services models and cross-agency collaboration (e.g., Construction & Development (C&D), IT, Legal).

     

    Experience working with MTA, state or federal transportation agencies, or large public-sector organizations.

    Final salary is determined experience, skillset, and alignment with compensation practices. The posted range reflects expected compensation and may be updated as market or business needs evolve.
