The primary purpose of this position is to oversee financial management functions involving the formulation, justification, and/or execution of financial plans; financial analysis of program execution; cost analysis; review of funds control and overall oversight of NASICs financial standing within the larger Intelligence Community. **Salary ranges include local market supplements.** Responsibilities Guides the daily operations of the Financial Management Directorate in executing the entirety of NASICs resources, processing the four major financial events for the Center (Allocation; Mid-year Review; Financial Plan development; and Fiscal Year-End Closeout) and fulfilling the Staff functions (Civilian Pay; DTS/GTC; MICP) while complying with legal and regulatory requirements to meet customer needs. Represents the Financial Management Directorate with a variety of Group and enterprise-wide organizational meetings. Establishes, develops, and maintains effective working relationships within NASIC, HAF/A2, SAF/AAR/FMBI, HQ AFMC; and AFRL, within the financial management functional area, as well as outside the fiscal discipline. Provides financial management and advisory oversight of expenditures to ensure propriety and compliance with financial, fiscal and auditing directives specific to NASIC resource management and its intelligence programs. Leads, manages, oversees, and performs financial management work involving preparation of detailed analyses and cost analyses of multi-year funding needs for one or more future budget years. Requirements Conditions of Employment Qualifications This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include applying detailed and in-depth knowledge of planning, programming, and budget systems and the acquisition management process; budgeting policies, regulations, procedures, and administrative and financial management systems; general understanding of accounting, contracting, and business processes; basic knowledge of information technology; analyze financial activities and develop charts with functional logic for new and revised automated financial management systems and effectively present financial management needs to program managers, engineers, information technology specialists, etc.; possess a full understanding in project management to include timelines, milestones, critical path, and Gantt charts. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of NASICs programs, goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the work of program accomplishment; extensive knowledge of Intelligence Community policies, entities, missions, resources, operations, capabilities, and requirements. Knowledge of customary financial and budget activities of foreign partners and other US Government agencies and a working knowledge of Air Force and other Federal agencies' commitment and obligating documents; knowledge of how to apply budget procedures to resolve problems in balancing programs, adjust discrepancies, verify accuracy of budgetary data and adjust funding targets of accounts by element of expense within program element along with a practical knowledge of Planning, Programming, Budgeting, and Execution System. Knowledge of financial resource allocation principles, policies, and methods as they relate to the organization's planning and accomplishment of mission objectives and sources of funding pertinent to NASIC programs and organizations. Extensive knowledge of management principles and processes, and analytical techniques for assessing operations and developing strategies for operational improvements and efficiencies. Skill in the application of analytical methods and techniques, mathematical and statistical analysis, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding, and conduct economic and cost studies/analyses; and ability to interpret financial data and draw sound conclusions; draw logical courses of actions and offer a recommendation. Ability to communicate effectively with others, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions. CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. This is a Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
