    We are looking for a senior, software-focused Quality Engineering professional to lead and advance quality engineering practices across our Digital and Technology organization. This role partners closely with IT leadership and cross-functional delivery teams to establish consistent, measurable quality processes and drive continuous improvement throughout the software development lifecycle (SDLC).

     

    In this role, you will serve as a subject matter expert in Quality Engineering and Quality Assurance, applying data-driven methodologies, including Six Sigma, to improve software quality, process maturity, and delivery outcomes. You will collaborate with development, testing, and production teams, mentor quality professionals, define and track quality metrics, and support audit and compliance activities. We are seeking a hands-on quality leader who combines technical depth, analytical rigor, and strong communication skills to influence teams and guide them through change.

    The ideal candidate will have:

    + A Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, MIS, or a related field, or an equivalent combination of education and experience

    + 7+ years of experience in Software Quality Assurance, including manual and automated testing, defect management, and reporting, with 4+ years leading or managing medium to large-scale IT quality engineering initiatives

    + Proven experience applying Six Sigma methodologies in a software development environment, with a strong understanding of SDLC processes (Agile and Waterfall)

    + Strong technical and analytical skills, including experience with ALM and SDLC tools, quality metrics development, and data-driven process improvement

    + Six Sigma Black Belt certification (ASQ or equivalent) or the ability to obtain certification within one year of hire

    + Excellent communication and influencing skills, with the ability to collaborate across technical and business teams, mentor others, and drive adoption of quality standards

    Job Purpose:

    Establishes, implements, and trains others on quality engineering and compliance processes for the Digital and Technology IT organization. Works closely with IT Leadership to develop and implement an overall quality maturity roadmap and plan for each IT functional area. Collaborates with development, testing, and production teams to develop, publish, and implement software quality engineering plans. Establishes, monitors and makes recommendations on updates to internal IT service quality control standards, policies, and procedures.

    Primary Functions:

    + Lead as a Subject Matter Expert (SME) in project planning meetings to fully understand and evaluate the nature of projects; Provides guidance to internal and external Business Analysts (BA) and Business Application Analysts (BAA) on defining in-depth requirements for projects. Review, approve, and ensure those requirements are included in finalized documentation along with any applicable additional engineering and design documentation;

    + Collaborate with project teams both internal and external vendor led teams to ensure thorough design, development, testing, and change control management.

    + Proactively plan and create solutions for reported failures in processes, including potential containment and solution actions, to minimize cost of quality for OUC;

    + Mentor and train Quality Assurance Analysts based on Quality Engineering processes;

    + Create guidelines and tracking tools to keep data current in relevant quality applications to produce accurate reports; Prepare, analyze and present information to management related to quality engineering processes for projects;

    + Engage in Configuration Management activities as it relates to quality engineering;

    + Develop, implement, maintain and provide training on standards for OUC Software Process Improvement initiatives as they relate to the SDLC;

    + Conduct quality assurance process assessments with quality assurance leads and the Quality Engineering Manager to identify potential process improvements;

    + Monitor, evaluate, manage, and execute audit processes to ensure software project and process control documentation adheres to established procedures; Document non-compliance to policies and processes and provide corrective action recommendations;

    + Identify, create, implement and track relevant software process metrics for the SDLC; Design, monitor, and analyze performance metrics for quality improvement initiatives, project performance etc and analyze audit results to develop appropriate corrective action recommendations.

    + Create and provide training on established processes and policies to the different teams, both inside and outside of IT;

    + Recommend, create and monitor implementation of corrective/preventative actions to improve quality processes; Update process controls and documentation based on efficiency of solutions;

    + Assess risks of nonconformance of quality engineering processes and provide proactive approaches to facilitate continuous improvement;

    + Act as a Subject Matter Expert (SME) within both Quality Assurance and Quality Engineering;

    + Collaborate with Sr. Quality Assurance leads on the enforcement of quality engineering practices and process on team projects and keeps them abreast of status and issues related to their assigned projects related to Quality Engineering processes;

    + Lead the collaboration with internal and external auditors during quality engineering process and procedural audits or reviews; Plan and conduct internal audits to monitor overall adherence to established Software Quality Engineering standards and process and deploy process control techniques;

    + Perform other duties as assigned.

    Technical Requirements:

    + Working knowledge of all, but not limited to the following:

    + Unit testing, including experience using a unit test framework such as junit;

    + Automation testing frameworks, and developing automated techniques for software testing;

    + Testing Documentation (i.e. Test Plans, Test Strategies, Test Scenarios, and Test Case Scenarios, Use Cases, Wireframes);

    + Software Development Life Cycle (SDLC) related documentation for both Waterfall and Agile methodologies (i.e. BRD, FRD/NFRD, Product/Release/Sprint Backlogs;

    + Software Applications (i.e. Oracle Utilities Suite: Customer Care and Billing (CC&B), Meter Data Management (MDM), CGI OMS/CAD, JDEdwards EnterpriseOne, SCADA, AMI Metering, Structured Query Language (SQL), Micro Focus Software Testing Tools (ALM, UFT, UFT Developer), 3rd Party Vendors (i.e. Exceleron, Kubra, Experian, etc.);

    + Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;

    + Familiarity with:

    + Development Languages such as Java and/or Visual Basic

    + ITIL v4 (preferred)

    + DevOps, DevSecOps (preferred)

    + Six Sigma/DMAIC (preferred)

    + Lean

    + TQM

    + CI/CD Tools

    + Demonstrate competencies in both Software Quality Engineering and Quality Assurance;

    + Understand and apply governmental accounting practices in maintenance of financial records;

    + Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;

    + Ability to use Microsoft Office Suite (Outlook, Excel, Word, etc.) and standard office equipment (computer, telephone, fax, copier, etc.)

    Education/ Certification/ Years of Experience Requirements:

    + Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Management Information Systems (MIS) or a related discipline from an accredited college or university (required). In lieu of a degree, equivalent combination of education, certifications, and experience may be substitutable;

    + Minimum of seven (7) years of experience in Software Quality Assurance including typical duties such as manual or automated testing, defect creation, tracking, analysis, and reporting on progress (required) to include:

    + A minimum of four (4) years of experience in leading or managing IT quality engineering projects of medium to large scale complexity (required);

    + Certified (Current ASQ or other) Six Sigma Black Belt (within one (1) year of hire).

    Working Conditions:

    This job is absent of disagreeable working conditions. This job is performed in an office environment.

    Physical Requirements:

    This job consists of sitting, walking, and standing. This job requires constant speaking and hearing, writing, typing, detailed inspection, repetitive motions, and lifting up to forty (40) pounds.
