Summary You will serve as a Program Analyst in the Directorate Ship Management (DSM) of MILITARY SEALIFT COMMAND. Responsibilities You will coordinate the mission requirements definition process with Mission Sponsor representatives to ensure that all requirements are identified and detailed in the acquisition process. You will perform the duties of Contracting Officer's Representative (COR) for contracts in accordance with the terms and conditions of the specific appointing letters. You will monitor the manning, shipboard competency fulfilment, operational status and material condition of assigned ships or class assets and initiates action ensuring ship’s capabilities are current with evolving mission requirements. You will serve as technical advisor, authority and consultant responsible for the continuing analyses of effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success. You will collect, organizes, and maintains data for future reference and analysis. Works daily within an automated office environment. Requirements Conditions of Employment Qualifications For GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Resume must demonstrate the following specialized experience: Experience with Maritime operations, Government Civilian, Military or commercial. Experience, Government Civilian, Military or commercial shipboard. Experience with ABS/USCG regulatory model, Program/Project Management. Experience with Financial management/budget experience; Contracting or Procurement. Experience with Government Civilian, Military or commercial; Data analysis skills; Experience communicating both written and oral communication skills; Computer Literate (Internet / Software / Database Applications). Experience monitoring the manning, shipboard competency fulfilment, operational status and material condition of assigned ships or class assets and initiates action ensuring ship's capabilities are current with evolving mission requirements. Experience analyzes and evaluates the status of assigned charter ship operation on a quantitative and qualitative basis for effectiveness in meeting program requirements. Assists in the worldwide scheduling and operation of assigned ships, overseeing arrangements for logistics support, diplomatic clearances, operational control, and special requirements for unique operations. Experience serving as technical advisor, authority and consultant responsible for the continuing analyses of effectiveness, efficiency, cost effectiveness, schedule adherence, and other key parameters of the program's progress and success. This position supports myriad special mission requirements of the DON and the other services. Experience compiling and forecasting maritime operating-cost trend including life-cycle and ratemaking cost analyses. Experience extracting significant trend data and comparisons with funding allowances. Experience collecting, organizing, and maintaining data for future reference and analysis; working daily within an automated office environment. Experience developing work products utilizing currently authorized Navy Marine Corps Intranet (NMCI) software (Microsoft Office, Word, PowerPoint, Excel, Access and Project).
