    Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Supervisory IT Program Manager. Duty Location: Sacramento, California Responsibilities Serves as chief of the Industrial Control Systems Division of the Central Valley Operations Office. Supervises and manages a staff of computer engineers, information technology specialists, and other associated personnel engaged in the development and operation of a sophisticated information technology system with related software applications and equipment used to manage water resources and power generation throughout the California Great Basin Region. Serves the Regional expert in industrial controls, operational technologies, and related systems for water management and real-time data acquisition. Applies mastery-level knowledge of advanced concepts, principles, and practices of information technology and equipment interface to conduct program requirements, resolve unusual technical problems, and provide leadership in developing and fostering improvements in the Region's data collection systems. Manages a region-wide industrial control systems (ICS) and information technology program supporting mission-critical water resource and hydroelectric power operations across multiple states. Supervises and leads a technical workforce of approximately computer engineers, IT specialists, and support personnel. Directs the development, operation, sustainment, and modernization of complex ICS environments, including sensors, automation, telemetry, and communications networks. Plans, organizes, and executes annual and long-range strategic plans aligned with Regional and Bureau objectives for data acquisition, cybersecurity, reliability, and interoperability. Prepares, justifies, executes, and adjusts program and operating budgets; establishes performance metrics to evaluate outcomes and improve operational efficiency. Coordinates daily ICS operations through subordinate supervisors and collaborates with senior leadership and technical staff to ensure continuity of operations. Develops annual and emergency operational criteria, policies, and procedures; issues operating instructions and monitors compliance across geographically dispersed facilities. Evaluates operational performance and leads system upgrades and enhancements to improve data acquisition and decision-support capabilities. Provides expert technical assistance, consultation, and training on industrial control systems, automation technologies, and supporting network and telecommunications systems. Serves as Contracting Officer's Representative (COR) for continuing service and term contracts; develops statements of work and independent government cost estimates; supports contract type selection and cost negotiations; and performs full contract administration, including modifications and dispute resolution. SPECIALIZED EXPERIENCE: To qualify at the GS-14 level, the applicant must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in the Federal service. Specialized experience includes managing the full systems lifecycle of complex industrial control systems (ICS) and enterprise information technology systems that support real-time, mission-critical water resource and hydroelectric power operations. This experience includes leading requirements development, system design, implementation, operations, maintenance, modernization, and system upgrades to ensure system reliability, cybersecurity, and operational effectiveness. The specialized experience also includes providing technical and programmatic leadership by supervising and developing a multidisciplinary technical workforce, assigning and evaluating work, and providing technical and administrative direction to ensure alignment with organizational goals and operational requirements. In addition, the experience includes ensuring the secure and reliable operation of ICS and IT environments by implementing information security and cybersecurity controls that protect data integrity, ensure system availability, and support secure data exchange among internal organizations and external federal, state, and local partners in compliance with federal laws, regulations, and bureau-level policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 01/26/2026.
