Description
We are seeking an experienced Finance Director to lead and manage core financial operations for a local municipality in Hartford, Connecticut. This is a temp-to-hire position requiring demonstrated expertise in budgeting, financial analysis, and overall fiscal management. The ideal candidate will be responsible for ensuring precise and timely financial reporting, overseeing grant management, and handling the month-end close process from beginning to end. Strong experience with municipal finance and public sector compliance
Responsibilities:
• Lead the development and execution of the annual budget, ensuring alignment with organizational goals.
• Oversee month-end close processes, ensuring financial data accuracy and timely reporting.
• Manage and optimize budget planning and tracking processes to support strategic decision-making.
• Prepare comprehensive financial reports and statements for internal and external stakeholders.
• Forecast cash flow requirements and monitor the general fund to maintain fiscal stability.
• Supervise the preparation of journal entries and account reconciliations to ensure compliance with accounting standards.
• Conduct variance analysis to identify trends and recommend corrective actions.
• Manage fixed asset accounting and ensure accurate tracking and reporting.
• Prepare and support bond offerings, ensuring all financial documentation is complete and accurate.
• Collaborate with auditors during financial audits and ensure compliance with regulatory requirements.
Requirements
• Proven experience in financial management, including annual budgeting and month-end close processes.
• Strong knowledge of financial reporting standards and practices.
• Expertise in cash flow forecasting and variance analysis.
• Proficiency in preparing journal entries and reconciling accounts.
• Familiarity with fixed asset accounting and bond preparation.
• Experience working with financial software, particularly Munis.
• Excellent analytical skills and attention to detail.
• Ability to lead teams and communicate effectively with stakeholders.
