    Summary This vacancy is for a GS-0346-12, Logistics Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, SFLC CATALOGING and GENERAL STORES SECTION in BALTIMORE, Maryland. Responsibilities You will serve as a Logistics Management Specialist and be responsible for providing technical direction, training, advice and guidance in the development, procurement, testing and maintenance for all logistics needed to support the Coast Guard operations; and to develop logistics plans, process guides, desk guides and procedures to ensure the most efficient/economical and effective use of logistics resources for Coast Guard units. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing short and long-range logistics plans, procedures, and instructions to ensure the most efficient/economical and effective use of supply, inventory, and logistics resources for Coast Guard. Analyzing, interpreting, and applying higher organizational regulations, instructions, directives and policies to existing logistics practices, program and operations for USCG. Assisting with the development, updates and revisions of new or existing operational plans and their supporting logistics plans. Reviewing and auditing inventory and supply support documentation to ensure inventory valuation is correct in accordance with all USCG compliance standards. Serving as a liaison for other Coast Guard units, DoD, other government agencies and non-governmental agencies to help carry out various USCG missions around the world. Interpreting and analyzing statistical data within multi-data systems from various supply chain activities, to identify trends and anomalies, and generating actionable insights to optimize processes, improve resource allocation, and compliance posture. Identifying, developing, and delivering training on both new and existing procedures and processes across all facets of inventory management, ensuring staff proficiency, compliance with best practices, and the continuous improvement of operational efficiency. Qualifications To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Specialized experience should demonstrate experience: Receiving, analyzing, and evaluating routine and complex requests for information, products and services. Interpreting and analyzing statistical data within multi-data systems for material management, inventory management, warehousing, requisitioning services, transportation or procurement information. Conducting reports and metrics analysis to identify and/or troubleshoot areas of concern, and/or to track, monitor, measure, and/or improve inventory management status, records, transactions, stock objectives, performance and/or progress of various projects related to material being managed within the supply system and stored at the SFLC Inventory Control Point (ICP). Developing written guidance, processes and procedures for supply, logistics and inventory management programs, to ensure compliance with established policy in accordance with Federal, DHS, USCG, CFO and SFLC ICP operations and standards. Furnishing comprehensive training support packages, materials, information and presentations related to inventory, supply and logistics guidance, processes, procedures and programs, serving as trainer and/or facilitator to internal/external SFLC customers, personnel, and stakeholders during work group meetings, classroom training sessions, and/or providing individualized on-the-job training. Providing technical support advice and assistance to other activities on mission, function, products and services, to ensure material determinations, records coding, provisioning, valuation of inventory, supply transactions, and/or federal stock system/cataloging information is complete and accurate in accordance with established guidance, standards and procedure. Reviewing and auditing on-hand and due-in inventory records, supply transactions, contractual information, financial records and required supply support valuation documentation, to ensure inventory is being valued correctly to the SFLC-ICP's financial record, in accordance with DHS, USCG and CFO (Chief Financial Officer) compliance standards; coordinating required actions with other logistics, supply, and inventory management personnel. Leading and/or Participating in a variety of work groups and/or overseeing complex projects designed to develop new systems requirements, programs and/or monitor, track and produce required information related to current supply and logistics programs; to include, life cycle inventory management of consumable and reparable items from induction to disposal, supply chain management concepts and methodologies, Mandatory Due-ins (MTIs) program, SDR (Supply Discrepancy Report) / QDR (Quality Deficiency Report) / TDR (Transportation Discrepancy Report) programs, FMS (Foreign Military Sales) program, and/or other supply, logistics and compliance programs.
