    Northrop Grumman is seeking a **Manager Program Control 3,** to join our team of qualified, diverse individuals. This position can be located in Mclean, VA or Full Time Telework supporting the **Program Control & Schedule Management Homeroom** within Northrop Grumman's Defense Systems Sector.

    This Manager Program Control 3 position is responsible for indirectly leading a geographically dispersed team of Cost & Schedule Management (C&SM) professionals overseeing the Earned Value Management (EVM) and Program Controls (PC) compliance on Defense Systems (DS) Sector contracts. This position reports to the DS Program Controls Homeroom Director and supports all EVM and Program Controls requirements for the DS Sector. More specifically, this position is responsible for conducting EVM oversight on DS programs, maintaining compliant EVM policies and procedures at the corporate/sector level, conducting EVM compliance reviews on DS programs, interfacing with internal/external customers on EVM matters (e.g. DCMA), helping DS programs implement common processes, and training/mentoring DS personnel on proper EVM practices. The Manager Program Control 3 will interact with senior leaders across NG and must possess strong business acumen and communication skills.

     

    The successful candidate must have a strong understanding of Earned Value Management (EVM), program planning and scheduling, program control, estimates at completion (EAC), Cost Accounting Standards (CAS), indirect rates, financial forecasting, and budgeting. The ability to analyze complex problems, develop actionable solutions, and drive execution through coordination with peers is key to success. The ideal candidate must be able to work in a dynamic environment and develop and motivate staff with a focus on continuous improvement.

    Basic Qualifications

    + Bachelor’s degree with 9 plus years or 7 with Masters with management experience

    + Understanding of ANSI/EIA-748 Earned Value Management (EVM) guidelines, program planning and scheduling, program control, estimates at completion (EAC), Cost Accounting Standards (CAS), indirect rates, financial forecasting, and budgeting

    + Ability to obtain and maintain a Secret clearance

    + Ability to travel at least 10% of the time

    Preferred Qualifications

    + Bachelor’s degree in Business Management or related field; Master’s of Business Administration (MBA) degree preferred

    + Thorough working knowledge of ANSI/EIA-748 Earned Value Management (EVM)

    + Understanding of Agile planning practices and how they interface with EVM

    + Familiarity with the DCMA EVMS Compliance Metrics (DECM) and their use in the Joint Surveillance Process

    + Experience with developing program schedules, performance management baselines (PMBs), estimates at completion (EACs) in a fully EVM compliant contract

    + Familiarity with the financial planning process (Long Range Strategic Planning, Annual Operating Plan, and monthly financial forecasting process)

    + Proficiency with following business systems: SAP & CostPoint (accounting systems), COBRA (or similar project management software), and Deltek Open Plan / Microsoft Project (or similar scheduling software)

    + Experience leading DCMA/DCAA, Deloitte, and Internal Audit surveillance reviews on Earned Value Management (EVM) and Sarbanes Oxley (SOX) controls

    + Experience responding to Corrective Action Request (CAR)s from DCMA or other internal/external audit authorities, to include the creation, execution, and closure of Corrective Action Plan (CAP)s.

    + Active Secret clearance

     

    Primary Level Salary Range: $159,500.00 - $239,300.00

     

    The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

     

    Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
