Summary The Office of Human Resources (EXHR) provides the full-range of HR programs: staffing, employee development/recognition, position/pay management, personnel records, employee/labor relations advisory services, position classification, performance management, employee benefits/assistance, drug-free work place, workers' compensation, incentive awards, and payroll/personnel information systems. Responsibilities As a specialist in EXHR, you need to be a self-starter and capable of working independently. Your communication, customer service, and collaboration skills must be excellent. You should also be creative and a risk taker, who is always looking for ways to improve and streamline processes. You will support specific internal organizations in the full range of professional services in the following areas: Recruitment and Staffing (Merit Promotion and Delegated Examining); Classification and Position Management; Senior Executive Service and Schedule A, C, and D Appointments; Special Employment Programs; Employee Benefits; and Policy Development. This position is located in Bethesda, MD and is perfect for an experienced human resources specialist who is looking to expand their breadth of experience in a mission-focused organization. Alternate work schedules are available and CPSC is just blocks from the Metro. Requirements Conditions of Employment U.S. Citizenship Required. A background investigation is required. Obtain and maintain DE Certification during employment. Must be a U.S. Citizen. Must obtain Delegated Examining (DE) Certification within two years of selection and maintain DE Certification over the course of employment in this position. This is a Public Trust Position. Employment in this position requires a background investigation. Qualifications All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: GS-12: 1) Experience in interpreting and applying human resources laws, principles and practices in operational functional areas (staffing, position classification, leave, and benefits); and 2) Providing advice to employees and performs operational duties on benefits such as retirement, life and health insurance, and leave and compensation. GS-13: 1) Experience in interpreting and applying human resources laws, principles and practices in two or more operational functional areas (staffing, position classification, leave, and benefits); and 2) Providing technical advice to employees and performs operational duties on benefits such as retirement, life and health insurance, and leave and compensation. Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
