Description
SAIC's Business Management organization is seeking an experienced and highly adaptable Contracts Principal to support its Navy Business Group (BG). The position requires knowledge of the government contracts field and will conduct the preparation, negotiation, acceptance, and management of government contracts to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. This individual will serve as a strategic partner to key stakeholders throughout the capture, proposal, and contract execution phases. This role requires extensive contracting knowledge of and experience in the federal government. This position requires the ability to multi-task and work several projects concurrently in a fast-paced environment while meeting critical internal and external deadlines. The individual shall be a confident, organized and detail-oriented team player with the ability to foster and build collaborative business relationships.
This position is located in San Diego, CA. Candidates must be able to go into the office 2-3 days a week. Candidates must possess a Secret clearance and the ability to get a Top Secret SCI clearance.
Position Description:
• Serve as strategic interface to customer contacts (Contracting Officers and acquisition specialists), including lead negotiator for proposals supported.
• Educate various internal and external partners on contracting strategies, marketplace dynamics and competitive strategies; sharing insights to elevate team thinking and communicate trade-off considerations effectively.

Typical Responsibilities Include:
• Reviewing contractual documents to ensure adherence to company policy, government specifications and requirements, and conformance to master agreements.
• Advises management of contractual rights and obligations and provides interpretation of terms and conditions. Represents organization as a prime contact on contracts or projects.
• Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations.
• Develops solutions to complex problems, which require the regular use of ingenuity and innovation.
• Ensures solutions are consistent with organization objectives.
• Supports commercial work as well as complex efforts including Firm Fixed Price (FFP) defined delivery efforts.
• Proposal preparation; negotiation and administration of various contracts to include Cost Plus Fixed Fee (CPFF), Cost Reimbursable (CR), Time and Materials (T&M), Firm Fixed Price (FFP) and multiple IDIQ/Task Order contracts development; preparation, negotiation, and administration of teaming agreements and proprietary information agreements; collection and submission of data for regulatory reporting; and management of OCI Plans.
• Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements. The candidate should have a proven track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
• Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
• Strong grasp of methods to mitigate Organizational Conflicts of Interest.
Qualifications
• Bachelor’s degree in business administration, or a related business discipline, and 10 (ten) years’ experience or Master’s degree in business administration or a related business discipline, and 8 (eight) years’ experience.

• **Cost proposal experience is required**
• Thorough understanding and wide application of principles, concepts, practices, and standards in contract administration
• Full knowledge of DoD industry practices
• **Minimum Secret Clearance with the ability to get TS/SCI**
• Knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contracts, including FAR
• Excellent negotiation, oral, and written communication skills are required
• Experience in contract risk management and mitigation
• Deliver on commitments, be reliable, highly organized and structured, risk sensitive, agile and creative
• Able to work independently, solution oriented, strong critical thinking skills, and ability to work proposals as well as support a full portfolio of active contracts
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
